County Executive Proposes Leanest Budget in 25 Years

Includes Cuts to Operating and Capital Budgets

(Bel Air, MD – March 31, 2009) – - Harford County Executive David R. Craig unveiled his proposed budget for FY 2010 today, which includes the sharpest cuts in the General Fund in more than 25 years. The proposed budget includes a $23 million reduction to the General Fund and a cut of $37 million in the Capital Budget as compared with FY 09.

“Developing the proposed FY 2010 Operating and Capital Budget has been a truly daunting task,” County Executive Craig stated. “However, throughout this process we have kept the public’s needs and concerns foremost in our thoughts, as we strive to maintain services, especially in the areas of public safety and public education,” the county executive stated.

The proposed FY 2010 budget although lean, does not include any increase in taxes for the citizens of Harford County.

“Made in the USA” – Flag Bill Flies Through the House

On March 30, 2009, the Maryland House of Delegates voted 134 to 0 to adopt legislation (HB 7) that would require the State of Maryland to only purchase and display flags — including those of the United States and Maryland — that are made in the United States of America.

HB 7 is sponsored by Harford County Delegates Wayne Norman (District 35A) and Dan Riley (District 34A). At the time of passage, the Norman-Riley legislation had a total of 78 cosponsors, well over half of the full membership of the House of Delegates.

“Despite our political differences in Annapolis, we are all Americans,” said Delegate Norman. “It is great to see the entire House of Delegates — both Democrats and Republicans — stand together, united, to support this legislation.”

Police Dog Alerts at Aberdeen High, But No Drugs Found

A routine, random drug dog scan was performed at Aberdeen High School today, March 30th. The scan, done as part of the school system’s commitment to keeping illicit drugs out of the schools, was accomplished using a canine under the direction of the Harford County Sheriff’s Office.

The scan involved 308 lockers being sniffed by the dog. The 30-minute scan – supervised by two Aberdeen Police Officers, one drug dog, three administrators from the school, and the school system’s Coordinator of Safety and Security – resulted in three alerts with no controlled dangerous substances found.

Annapolis Update # 7 – ALERT – Driver’s Licenses for Illegal Aliens – March 30, 2009

House Bill 387 – Vehicle Laws – Lawful Status in the United States – Material Compliance with Federal Requirements

I thought Annapolis had hit its all-time low for passing the death penalty bill, but unfortunately on Friday night they managed to break their own record. A bill sponsored by Delegate Ron George of Anne Arundel Co. and Delegate Jim Malone of Baltimore Co., with over 60 other sponsors, was intended to bring Maryland into compliance with the Real ID Act and to prevent illegal aliens from receiving driver’s licenses. What’s wrong with that, you ask. Well, the Judiciary Committee, whom we refer to as “lawmakers for lawbreakers” and the “criminal advocate society” amended the bill from its original purpose and created a bill guaranteeing that illegal aliens will receive driver’s licenses, along with the right to vote.

County Exec Craig Decreases Budget, Staves Off Layoffs, But 5 Furlough Days Coming For Employees

In preparation for presenting the proposed 2010 fiscal budget to the County Council, County Executive David Craig has recently sent a letter to county employees – foretelling the impact of the budget on their jobs and, presumably, softening the blow of an announced five-day furlough, spending uniform allowances, and adjusting work schedules to decrease overtime pay.

These likely unpopular changes were explained as being necessary to prevent layoffs, something other counties in Maryland are beginning to resort to.

Harford County Elected School Board Bill Inching Toward Approval

Harford County Elected School Board Receives a Favorable Vote by the House Ways and Means Committee Yesterday, Successfully Passes the House Floor on Second Reader Today

On Thursday, March 26, 2009, the House Ways and Means Committee voted and passed House Bill 639 entitled Harford County – Board of Education – Selection of Members.

The Senate’s version of the bill, Senate Bill 629, received a favorable report with an amendment by the Education Health and Environmental Affairs Committee on Friday, March 13, 2009, before it passed the Senate Floor with 46-0 vote on Tuesday, March 17, 2009.

The House Ways and Means Committee voted and approved, by a majority vote, House Bill 639 as amended to the Senate’s approved version.
