BGE Customers May Get $100 Credit Under State Agency Ruling (UPDATED 11/2)

The state Public Service Commission on Friday approved the $4.5 billion sale of half of Baltimore-based Constellation Energy’s nuclear business to French company EDF, on the condition that the company gives a one-time credit of approximately $100 to every Baltimore Gas and Electric residential ratepayer by next March.

In an order released Friday afternoon, the commission said its approval also depends on Constellation pumping $250 million into BGE by June 30, and limits the dividends the utility can pay to its parent company. The order would also restrict when BGE could seek rate increases.

The order gave Constellation and EDF until next Friday, Nov. 6 to inform the PSC whether they will proceed with the deal under those conditions.

In a brief statement, Constellation acknowledged the order, but did not provide further comment, pending a review of the order. Company spokesman Rob Gould also declined to comment.

Additional Arrest in Harford County Carjacking, Assault and Kidnapping

From Maryland State Police:

Joppa, Maryland: On October 28, 2009 at 2:00 p.m., investigators from the Maryland State Police Bel Air Barrack, with the assistance of Harford County Sheriff’s office detectives and their Gang Suppression unit, identified the third suspect in connection with Monday night’s carjacking and robbery in Edgewood, MD.

The third suspect is identified as Lamont Harrison Jr., 19 of the 1700 block of Melwood Court, Edgewood, Maryland. Harrison, who was charged with carjacking, armed robbery, assault, kidnapping and felony theft, was arrested without incident. Harrison subsequently remanded to the Harford County Detention Center and is currently being held after being denied bond by a District Court judge Thursday.

Troopers arrested Joshua Prince Freeman, 19, of Liberty Court, Edgewood, MD., and his girlfriend, Roberta Antonaccio, 17, of Joppa on Monday night. With just a few days before Aberdeen voters go to the polls, the mayoral and city council candidates worked hard Wednesday night at the Candidates Night Forum to demonstrate why they would be the best choice to represent the city for the next two years.

Harford Building Official Appointed To State Advisory Council

Deputy Director of Department of Inspections, Licenses and Permits Tapped by Governor

(Bel Air, MD) – - Richard C. Truitt, Sr., Deputy Director of the Harford County Department of Inspections, Licenses and Permits (DILP) has been appointed by Governor Martin O’Malley to the Maryland Building Rehabilitation Code Advisory Council. The appointment is for the remainder of an unexpired four-year term which began July 2006.

Joining Truitt in serving on the Maryland Building Rehabilitation Code Advisory Council will be Debbie Anderson of Bovis Lend Lease and Vernon Gauss of Victor Posner Enterprises.

Duties of the Council include developing a rehabilitation code to assist in establishing reasonable requirements for fire and life safety in structures based upon the scope of the proposed renovations. Jericho Road To Be Closed Temporarily For Bridge Repairs

Jericho Road will be closed to thru traffic on or about November 2, 2009 for approximately three weeks. The road closure is necessary to allow crews to repair Jericho Road Bridge.

The road will be closed to all traffic from 9:00 a.m. – 3:00 p.m. weekdays until repairs have been completed.

State Approves $670,000 For Schucks Road Sports Complex

Annapolis, Md. (October 21, 2009) — Governor Martin O’Malley today announced Board of Public Works approval of recreational projects in Carroll, Cecil, Garrett, Harford, Prince George’s and Washington Counties through Program Open Space and the Community Parks and Playgrounds Program.

“These are challenging times for our families and our state, but working together with our local partners, we are continuing to invest in a more sustainable future for our children, creating critical new opportunities for them to have increased access to the outdoors, safer play areas and open spaces,” said Governor O’Malley.

Harford County will receive $670,000 for the initial development of the 71.3 acre Shucks Road Regional Sports Complex. Ultimately, the complex will include 4-5 baseball diamonds, one multipurpose field, parking and site development. Biologists Use New Technique To Look For Rare Harford Fish

Biologists hold new hope for endangered Maryland Darter

Havre De Grace, Md. (October 26, 2009) — The Maryland Department of Natural Resources (DNR) biologists started a search for one of the rarest fish in the world, the Maryland darter. This particular species has only been found in three Maryland streams, was last seen in 1988, and many biologists fear it’s extinct. Biologists started the search on Friday, but suspended the rest of the search this weekend due to foul weather and plan to resume in November.

“Having such a rare fish sets Maryland apart from other places,” said DNR Biologist Scott Stranko. “If we’ve lost this species, it will be the first darter species (of over 180 species in the world) to go extinct. And, we will have lost a real natural landmark.”
