From Harford County government:
Harford County Executive David R. Craig and the Office of Constituent Services have announced the first meetings for Harford County’s two newest Community Councils.
The Bush River Community Council will hold its first meeting on Tuesday, February 22 at 6:30 p.m. in the Church Creek Elementary School Media Room (4229 Church Creek Road, Belcamp).
The first meeting of the Abingdon Community Council will be on Monday, February 28 at 6:00 p.m. at the Abingdon Library (2510 Tollgate Road, Abingdon).
“The goals of our Community Councils are to strengthen existing communities, to increase citizen participation, and to reinforce the connection between communities and local government,” stated County Executive Craig. “I am pleased that the Abingdon and Bush River communities will now have the opportunity to utilize these resources, and I thank Councilman Joe Woods and Councilwoman Mary Ann Lisanti for their assistance in forming these Community Councils.”
The two new community councils join the five other active councils representing the following geographic regions of Harford County: Edgewood, Fallston, Dublin-Darlington, Joppa-Joppatowne, and Whiteford-Cardiff-Pylesville-Street. Community Councils shall meet at least four times per year, although they may choose to meet more regularly if necessary.

Any idea who will chair these councils?
you pick says
At the first meeting the members of the community council will select the new officers including the chairperson. So no one has filled that roll as of yet. Anyone the lives in the community of the new council may join and run.
