The Harford County Council will meet early Tuesday night to hold public hearings on bills that would change guidelines for tax lien certificates and allow a one-time, one-year zoning site plan extension; a resolution authorizing a $100,000 economic development loan to a Belcamp real estate company; and a zoning appeals case regarding an improperly constructed barn in Joppa.
The public hearings begin at 6:30 p.m., the zoning appeals case starts at 7 p.m. and the county council legislative session will commence at 7:30 p.m.
Zoning site plans traditionally expire after two years, but a bill up for discussion Tuesday would provide for a one-time, one-year extension of site plans. According to the proposed bill, “Site plans shall be valid for 2 years. A 1-time, 1-year extension may be granted if the site plan is in compliance with applicable adequate public facilities standards, upon a written request for an extension filed with the Department of Planning and Zoning at least 60 calendar days before the date on which the plan’s previous approval will expire.”
Also on the agenda Tuesday is a public hearing for a bill clarifying the status of the recorded liens as they related to tax lien certificates to read, ““No charge due at or prior to the time of issuance of a certificate shall be a lien against any property after the issuance of a lien certificate respecting such property unless such charge is shown thereon or the lien is a matter of public record.”
The final public hearing of the evening is in regards to a resolution authorizing a $100,000 Economic Development Opportunity Fund loan,one of our loan programs, to Forty-Six Zero Three Compass Point LLC, a real estate leasing company experiencing growth through federal contracts and subsequent expansion of its in-house product lines and expects to retain 18 current employees and add three or four new employees as a result of the expansion. The $100,000 loan, at an interest rate of 2.5% for a period of 10 years, would be used by the company in the construction and expansion of its operations at 4603-A Compass Point Road building in Belcamp.
In its role as the Zoning Board of Appeals, the county council will hold a public hearing on a property at 2200 Jaycee Drive in Joppa owned by Reno and Wanda Blake, who were denied a request for a variance to allow a 2,400-square-foot barn to exceed the size of the principle dwelling on the lot and to allow the barn to exceed the height of the residence.
The county council is also expected to introduce Tuesday night a new Pay and Classification Plan bill and a resolution authorizing an Economic Development Opportunity Fund load to NH Enterprises International, LLC.
Also Tuesday night, the county council will present proclamations in recognition of National Autism Month and American Disability Act restaurant accommodations; and approve an executive appointment to the Youth Commission.
