From the Harford County State’s Attorney’s Office:
David Wayne Schrumpf, a licensed child psychologist who maintained a practice in Harford County, entered guilty pleas today, August 22,2011, to one count of child sex abuse and two counts of second degree assault of three young girls whom he had been treating in his office. The charges arose after one of the girls, then age 7, reported to her mother that Schrumpf had touched her inappropriately during one of their treatment sessions. As a result of an investigation by the Harford County Child Advocacy Center, other victims came forward and additional charges were brought against Schrumpf for inappropriate touching of two other girls, then ages 10 and 9, both of whom had been treated by him in his Fallston office.
Under the terms of the plea agreement, the State is seeking a sentence of 6 years to be served in the Maryland Division of Correction. Schrumpf will also be required to register as a sex offender for the remainder of his life. He is required to voluntarily surrender his license and has agreed not to seek to be licensed as a child psychologist in any jurisdiction in which he may reside. He has also agreed not to have any contact with any child under the age of 18. He will also undergo sex offender treatment as recommended by the Department of Parole and Probation.
Sentencing is scheduled for October 31, 2011 before Judge Maurice Baldwin in the Circuit Court for Harford County. The State is represented by Diane Adkins Tobin, Assistant State’s Attorney. Schrumpf is represented by Richard Karceski, Esq., of Towson. The case was investigated by the Harford County Child Advocacy Center with the assistance of the Harford County Department of Social Services, the Harford County Office of the Sheriff, and the Maryland State Police.

THoughts and prayer are with the girls and their families. May they overcome the trauma that lead them to the psychologist in the first place and may the girls overcome the abuse they endured.
I hope they know what this psychologist did was wrong and inappropriate and in no way their fault—they did nothing wrong!

I could be wrong but I heard that DSS referred many children to this man and he was found with copious amounts of kiddie porn on his computer. in my opinion the punishment does not fit the crime of his years of being a predator and our own social services sending the most vulnerable of our citizens to him. Plus ask any law enforcement person and they will tell you that these predators do not change their ways. in six years he will find someone else to victimize. it won t be as easy as it has been, his prey won t be delivered to his door, but it will happen.

If he serves 6 years, when he gets out he will be a registered sex offender, likely won’t have a home, certainly won’t have a livelyhood, and is going to have a hard time finding a place to live or a job because nobody will touch him. He won’t even be able to volunteer anywhere, probably not even a church.
Chances are, his future is a complete disaster. Hopefully he wouldn’t take anyone down with him.
There’s just nothing good to be had in this.

It was an Alford plea that this man took. here is the definition: http://en.wikipedia.org/wiki/Alford_plea. The media needs to get their facts straight. Oh and no one has mentioned that this man is a father to a very successful daughter who has supported him throughout this entire case. This man has seen THOUSANDS of children throughout his career. has anyone thought that maybe it is a bit odd that only one family made these charges and only one other came forward AFTER it came out in the news?? And both of these families have two completely different stories as to what happened. Ignorant people are quick to judge. maybe before you “chop off his nuts” you should educate yourself on the facts of the case.

I appreciate your point, but unfortunately from any point of view, it doesn’t change the “facts of the case.”
The facts are that there was enough evidence to get a conviction and he’s going to jail.
Whatever actually happened or didn’t happen, is actually not a “fact of the case.” And whatever other circumstantial evidence you or anyone else mentions, really has nothing to do with anything other than the jury of public opinion.
As in all cases, we can only hope that the system has worked how it was intended, and that the lawful, just, and fair result was achieved. If that is true or not, we will probably never know.

An Alford plea means that the defendant knows the state has enough evidence to convict him. He is pleading guilty to the charge and is considered guilty after the plea. What does his daughter have to do with him being charged? She is an innocent person who loves her father. If it is one or many to make the charges, he believes the state has the proof. Would you want your child to be the one and only victim of this man. Six years for this is too short.
