COUNTY PROPERTY PURCHASED ON PHILADELPHIA ROAD

The County has recently purchased the property located at 814 Philadelphia Road in Joppa, formerly known as Coleman Plecker’s World of Golf.
We have had the need for quite some time now to replace the existing Recycling Transfer Station located at the Harford Waste Disposal Center with a new modern day facility that meets today’s industry standards. The existing facility was built in the late 1990’s as an open-air temporary facility. Today, it can not handle the volume of recyclables we receive nor can the trucks safely maneuver around it. There is not land available at the HWDC for a new facility and the Joppa site will accommodate this. This facility, housed within a building, would receive recyclables that are collected curbside by the private trash collectors and the material would be loaded into trucks where it would be sent to Waste Management’s processing facilities in either Elkridge, MD, or York, PA.
Additionally, we have also had the need to build a second Homeowner drop-off facility more convenient to residents in the southern portion of the County. Instead of driving all the way up to the northern portion of the County, residents would be able to drive a much shorter distance to bring their household trash, recyclables, white goods, electronics, and yard waste. These materials would then be transferred to the proper disposal locations.
At this time we do not have a schedule to build the above facilities. We plan to request the County Council incorporate these facilities into the Solid Waste Management Plan at the same time we plan to present the long-term solution to the County’s solid waste disposal project. This will be done sometime in the future as soon as a contract has been finalized. Prior to presenting this to the Council, we plan to meet with the Joppa/Joppatowne Community Council to explain the use of the property. We would also engage the community council as we work through the DAC process when it comes time to develop the property.
