From the Harford County Sheriff’s Office:
The Harford County Sheriff’s Office is seeking the public’s assistance in identifying the individual seen in the composite drawing. Described as a white male approximately 5’5” tall and weighing around 150 lbs, he has a tattoo on the left side of his neck.
He is a person of interest in connection with two Harford County, MD crimes that happened on Monday March 26, 2012 between 3 p.m. and 4 p.m. in the afternoon. The first, an attempted burglary, occurred in the 2400 block Taylor Brook Road in Joppa, MD. The second, a burglary that occurred in the 2800 block of Mountain Road, Joppa, MD.
Anyone with information regarding the crime described or the individual depicted in the photo is encouraged to contact the Detective Joseph Peters of the Harford County Sheriff’s Office Criminal Investigation Division at 410-836-5014.

Kinda hard to give any details about the tattoo if the witness didn’t get a good look at it (poor lighting, partly covered, etc…)

ELM STREET, RAMBLER INN MOTEL, OCEAN CITY, MD: I BECAME WITNESS TO A MAN 20-30 GIVING POT AND SMOKING IT TO THE VICTIM: ANDREW M. PYLYPCZUK: SITTING IN THE BIG PRISON (ECI) WHO WAS REALLY ONLY A VICTIM OF THE PERSON WHO SOLD IT TO HIM WHO’S NAME I KNOW TO BE ERIC. AFTER ANDREW WAS ARRESTED ON NOT PASSING A URINE TEST, BEING ON PAROLE FOR SOME BOGUS CRIME BETWEEN HE AND HIS EX… THE THING IS, IT IS THE SELLER OF THE DRUG WHO, I HAPPEN TO KNOW — I SAW SOME THINGS IN THE MOTEL PARKING LOT IS TRULLY THE ONLY CRIMINAL. AS I WAS LEAVING ANDREW’S COMPANY THAT PARTICULAR DAY — AROUND OCTOBER 2010 I NOTICED SEVERAL BIG MEN SURROUNDING HIM IN WHAT SEEMED TO BE SERIOUS CONVERSATION, ANDREW’S FACE LOOKING FEARFUL AND INTIMIDATED. EVEN THE MEN’S TONE WERE RATHER ABRUPT. — NO CLUE WHAT THEY WERE SAYING EXACTLY BUT I READ IN THEIR FACES THREATENING GESTURES. IT IS THE ONLY CLUE I HAVE FOR YOU TOWARD TRYING TO DEFEND HIM AND FREEING THE INNOCENT MAN. IN A FEW CONVERSATIONS WITH ANDREW WITH WHOM I WAS GETTING TO BE CLOSER FRIENDS DURING THE FOLLOWING SIX MONTHS, I GOT CONFERAMATION IN MY MIND THAT A HANDFUL OF DRUGGIES WERE AFTER HIS MONEY AND COERCED HIM TO PURCHASE A BOWL-FUL OF POT AND MADE HIM SMOKE IT. BUT, HE HAS BEEN SITTING IN PRISON, AT TIMES IN ICOLATED CELLS AT THE BALTIMORE ONE FIRST AND NOW AT ECI. WHAT IS EVEN MORE DISGUSTING IS, ERIC, SHORTLY AFTER ANDREW WENT TO PRISON WAS ALSO LOCKED UP INTO THE SAME PLACE HE WAS AND ONE DAY ATTACKED HIM WITH FEW OTHERS, BUSTING HIS HEAD SO HARD, HE HAD TO GET TWO INCHES OF STICHES. THAT WAS DONE BY THE SAME MAN WHO SOLD HIM THE POT AND THAT MAN’S BUDDY’S. AT THE TIME THEY ARRESTED HIM, HE HAD A STILL VERY FRESH FOUND AROUND 4 INCHES IN DIAMETER ON HIS RIGHT CALF MUSCLE WHEN HE FELL OFF HIS NEW SCOOTER. THIS SHARADE AGAINST HIM I FEEL IS DEEPLY POLITICAL ON A FEW LEVELS: FIRST THE TACTICS OF STINKING DRUGGIES, AND SECONDARILY THE IGNORANCE OF SEVERAL LEGAL AUTHORITIES. HAVING BEEN THAT THE MAN HAD BEEN SEVERELY SUBDUED BY ECI JAILERS SINCE SEPTEMBER 29, 2011 IT IS LOOKING DISGUSTING TO ME BECAUSE THE SEVERITY OF HIS PUNISHMENT IS EXCESSIVE. I HAVE KNOWLEDGE OF OTHER POT SMOKERS IN PAST YEARS THROUGH PERSONAL RESEARCH THAT TIME AFFLICTED ON HIM IS BEYOND WHAT HAD BEEN SENTENCED TO OTHERS AND THAT MAKES THIS SCENERIO LOOK LIKE NOT ADHERING TO EQUALITY: THAT ALL MEN ARE CREATED EQUAL AND ALL GOVERNMENT ENTITIES MUCT ADHERER TO THAT. I AM SUBMITTING MY COMPLAINT AS A SOMERSET COUNTY RESIDENT. I AM FULLY DISGUSTED THAT HE CONTRACTED HEPETITIS C SINCE HE WAS IMPRISONED. WHAT IS BEING AFFLICTED ON HIM IS ALSO DEEPLY WRONG: SO IF YOU COULD JUST CONSULT A HIGHER AUTHORITY REGARDING HIS CASE, BECUASE TO ME, AN OUTSIDER LOOKING IN, IT SEEMS RATHER FISHY.
