Four days after retiring from the Maryland State Police, Jeff Gahler has staked out a new job for himself: frontrunner.
Gahler announced his candidacy in an e-mailed letter just before midnight Tuesday, saying he hoped to revive what he called “a true grass roots effort,” one which fell 3,086 votes short of unseating incumbent Democrat Sheriff Jesse Bane.
“Since the 2010 campaign, I have continued to meet with Harford County citizens and business leaders and have listened as many expressed their displeasure with the current sheriff and his focus on uninterrupted political posturing,” Gahler wrote in his letter. “I can assure you that my intentions are not rooted in political gain, but rather a passionate and sustained commitment to the safety of our families and communities.”
In the 2010 election, Gahler was one of four Republican candidates who challenged Bane, facing Steven Bodway, Jack Meckley, and Roger Sheets in the GOP primary. Gahler prevailed over Bodway by just 64 votes following a final canvassing of votes days after the election.
This time around, Gahler told The Dagger that both Bodway and Sheets had thrown their full support behind him, and said that Meckley’s plans were unclear.
“I think, yes, [the candidacy announcement] establishes me as the frontrunner on the Republican side,” he said. “I think we all learned last time that there’s strength in unity. I would hope that anyone else thinking of running understands that—it likely cost us the office of sheriff last time.”
Another change will be the much longer time between the primary election and the general election. In 2014, the primary election is scheduled for June 24, giving the two nominees a full five months to trade blows before the Nov. 4 general election.
“He [Bane] only had to run against me as the [Republican] candidate for five weeks last time,” Gahler said. “This time he’ll have to run against me for five months.”
The change to the earlier primary date was signed into law last year to allow the state enough time to print and send ballots to overseas voters, in compliance with federal law.
Gahler dismissed the suggestion that the longer election season would prove a hindrance to Bane, who would have to campaign while fulfilling his obligations as sheriff, saying Bane’s position as an incumbent should allow him to handle both roles “if the incumbent is doing what he needs to be doing.”
Though Gahler’s announcement comes well before any official filing deadline for the election, he said preparations for his 2010 run took nearly two and a half years. With just over two years until the 2014 primary election, “I know some people think this is early, I see it as late,” he said.
Gahler took the first shots at Bane earlier this year, calling into question personnel statistics Bane presented at a series of town hall meetings. Bane defended the numbers and invited Gahler to meet to discuss the issue, an invitation Gahler declined.
A retiree after nearly 28 years in the Maryland State Police, Gahler said he planned to distribute further releases and information in the near future calling into question Bane’s performance as sheriff.
“I think it split my focus last time, working full-time and running for office,” Gahler said. “Not that it was a distraction, but maybe it hindered our success.”

He may be retired, but police uniforms are regulated and no anyone can wear one. Just because he is retired, he doesn’t have any police powers and cannot act as a sworn police officer. I am sure MSP doesn’t allow pictures, like this one to appear, in a political announcement. Do candidates think we are stupid and will vote for someone just because they are running against bane? Its the same stuff as last time and the only difference is 2014.

During the last election season, I personally saw Bane get out of his agency car, in full uniform, and walk into the Bane for Sheriff HQ at the corner of Rt 22 & Moores Mill Rd. I saw that same car parked there numerous times. He would park it at the bottom of a slight decline in the parking lot to hide it, so if I hadn’t seen him the one time getting out, I never would have known it was an agency car. Quite sneaky and very unethical.

I’m a Republican, but Gahler will need to do a significant amount of selling himself to overcome my distaste for the MSP. Several incidents show they do not respect citizen’s rights (especially on concealed carry) on an organizational level, and I’m concerned that a Captain would have that attitude ingrained.

2. hold commanders accountable, not create positions just to get someone somewhere where they can’t damage the department any further

Well seeing as he doesn’t even know me, outside of discussing his platform during his last run at a public event, I assume I won’t have a role in his command staff at all.
I was merely pointing out what I think he would bring to the table as sheriff. Keep in mind the current sheriff is the one who was caught on tape, in front of a roomful of current and former employee’s, to admitting that he “isn’t the boss” and “I don’t make the decisions.” So the question is, who is making the decisions? Who decides that, in a economic crisis, to create positions because your friends whine about not making enough money, or because you can’t hide someone anywhere else.
I’m sure Gahler has skeletons in his closet, but I’m willing as a voter to put him to the test.

The picture was taken before he was retired. The choice of this photo for this announcement shows his police experience and that his roots come from his integrity as a decorated officer for the State, which I might add is a far cry from the current roster of thugs on Bane’s force. My point is driven home by the Bane Deputies getting on here and crying foul before a campaign even begins. Bane is corrupt, his decisions are legendary for being wrong and his own statistics he used to promote himself as gaining ground against the bad guys is flawed. Anyone would be a great replacement for Bane, but a man of honor from a prestigious police force like the MSP is just what the Harford County Sheriff’s Department needs in trying times such as these. It may even provide a better working relationship between deputies and troopers as troopers are more likely to cooperate with someone from their own ranks that understands the integrity needed for the job!

If you dare stand up to him or his circle of elite know it all command staff then you to will be on the list. Maybe he has no clue about what his commanders are doing? Its still not an excuse. If your on the secret list then watch out. Citizens of Harford County your Sheriff’s Office is in complete disarray. This is not a political speech I dont know if Jeff Gahler is the solution. I am sick to know that deputies are being treated this unfairly. We had a problem in my neighborhood during the night for a few weeks, the nighttime officers handled the situation very well and caught the perps. I will remember that when election time comes. If the police are not happy then I support them. They are there 24-7 and my family appeciates what you have done and continue to do for us.

The cameras are broke half of the time. They are very nice cameras when they work. They are only watched when someone is on light duty and they are assigned to watch them. I have heard of a few success stories where crimes were caught in the act but that was because someone that was on light duty was actually watching them. The program is called “county watch” and is based on the “city watch” program. Baltimore City actually has people watching there cameras 24-7. This county doesnt have enough police on the streets as it is. So im not sure where the staffing would come from. Maybe that answers your questions.

He uses the agency members for social programs, often at the expense of the real role for law enforcement. Look at the press releases; Harford Dancing With The Stars, Kiss-a-Pig, etc etc. Never at a DUI initiative, a drug take back day, etc. He is a politician pure and simple, and he has forgotten that he is supposed to be the top law enforcement officer in the county. The sheriff can basically tell the union he no longer wishes to entertain them and there is nothing they can do about it. This is why they are so afraid to stand up and say enough is enough.

Questions have been asked about what Gahler will do as sheriff. I have no idea and you have a good point! A question that also needs to be asked is what has Bane done as sheriff. He claims to have started the gang initiative but this was actually started around 2005 by sheriff Golding. He claims claims to have cut violent crime down but Bane and Gahler seem to have numbers that have signifigant variations on this issue and at somepoint the public will find out whos right. How many PATROL personnel have been added to the force? Bottom line is patrol is the backbone of a department. Yes you need specialized units but if you are a top heavy agency with too many specialized units then the result is that you end up using specialized units to augment patrol. Any specialty unit should be focusing on the problem that they specialize in. An example of this would be using a gang unit to work a theft or burglary detail when there is no known gang involvement.

1. openly stating that there is no connection between drugs and violence, and ordering violence reduction units to not involve themselves in drug investigations, even if there was an obvious connection.
2. taking and returning evidence based on complaints from the suspects mother (suspect was an adult)
3. ordering officers to return evidence (drug items, some with drugs still in them) because the suspects mother complained
4. refering to specialized units as a necessary evil and allowing them to become stagnant under commanders who don’t like them
5. allowing commanders to block special details targeted at addressing citizen complaints, such as auto burglaries, because they weren’t occurring in Edgewood or Aberdeen.
6. refusing to believe road deputies who, at an open forum, brought several issues to his attention. He stared right at them and told them “that’s not true” despite overwhelming evidence reported by numerous independent officers.
