From the Office of the Maryland State Fire Marshal:
Deputy State Fire Marshals have arrested a Joppa man with setting fire to a Bel Air apartment overnight. Ryan Lawrence Spann, 28, was taken into custody this morning without incident after investigators determined he was responsible for setting a fire inside of an apartment in the Calvert’s Walk Apartments.
Shortly after 1:00 AM this morning the female tenant entered her apartment when she discovered smoke inside and heard the smoke alarm sounding. She exited the apartment and called 911. Firefighters responded and found that two fires had burned themselves out inside of the unit. The incident at 209 Foxhall Drive brought forty firefighters from Bel Air, Abingdon, and Joppa Magmolia and was considered under control within ten minutes. Damages to the apartment and its contents are estimated to be at least $10,000. The apartment building is owned by UDR Management. Deputies determined that there were two separate fires which were started using ordinary household items. The investigation revealed that the female and Spann had an argument in the apartment before the female tenant left. After she left, Spann then set the fires and fled the area.
Spann has been charged with both first and second degree arson. He is currently being held at the Harford County Detention Center where he awaits a bond review hearing. A State Fire Marshal accelerant detection canine team also responded to the scene. The Maryland State Police and Harford County Sheriff’s Office assisted in the search for the suspect.
