The plan changes are all tabulated at the beginning of the resolution and include adding Soma Property to the 1 to 5 year water plan, Finbar Place to the 1 to 5 year sewer plan, and numerous updates to other ongoing projects and documentation. It may be difficult to understand at first, but it is worth a look.
In addition to the CIMs, DACs and Zoning hearings, we will be providing “FOH Alerts” for Bills and Resolutions that impact land use. During the end of 2013 and beginning of 2014, we allowed a number of land use bills to be introduced without publishing FOH Alerts. Several of these appeared to have been targeted to aid a single development, but since all laws apply county-wide, we must watch out for the higher law: the law of unintended consequences.
Bills become laws when passed by the County Council, often as revisions to the Zoning Code. Bills are introduced in one session, a time for public testimony is scheduled (usually 2 – 3 weeks after the bill is introduced), and then the bill is voted on. Public testimony is your chance to be heard (3-minute time limit). You may also send comments to the council by that date.
Resolutions usually don’t carry that much weight, but there is at least one, recurring every six months, that needs to be watched: Water and Sewer Plan Updates – like this one.

Oh Lord. What’s this going to cost. Doubled “flush tax” and added “rain tax.” Also the ENR Fee to the citizens of Aberdeen. Does it ever stop?
