Harford County Executive Barry Glassman has named Tiffany S. Stephens acting deputy director in the Department of Human Resources effective April 20, filling a vacancy due to retirement. Ms. Stephens is an experienced human resources professional in the private sector, most recently employed as a compensation analyst for MedStar Health. She will serve in the Glassman administration under HR Director James C. Richardson.
“Tiffany is a Harford County native with thirteen years of HR experience involving a large and diverse workforce,” said County Executive Glassman. “I am pleased that she will be joining my administration and working with our valued employees.”
Tiffany S. Stephens holds a bachelor’s degree in business administration from the University of Baltimore and a master’s certification in Foundations of HR from the University of Maryland University College. Ms. Stephens began her career in human resources at MedStar Health in Baltimore where she rose through several positions including recruitment specialist, generalist, and compensation analyst. Her experience includes project management, employee relations, onboarding, and human resources software and information systems. She is a Professional in Human Resources (PHR) and professionally certified by the Society for Human Resource Management. She is also an active member of the Maryland Healthcare Human Resources Association, currently serving on the Compensation Committee.

Another appointment by the CE/Boniface’s team that baffles the mind. How is her experience in healthcare human resources really translate into the government sector? Sounds to me like a high paid training job for the next director, once Richardson retires. Too bad for any HR professionals at HCG, your hard work, experience and training will not be rewarded by this administration. They seem to think someone else from outside can do it better? At least, pick people with relevant experience in the government field.. HR work in a healthcare setting doesn’t translate to HR work in government. Two totally unrelated fields. Why isn’t the Dagger actually report on all the disruptive changes this CE has done?How many people have left because they are plugging in another set of friends and associates in positions in the classified system.

What good is it forcing county employees into retirement to save money, only to hire someone outside the government to do the job? Where is the logic? And by disbanding the county security guard unit and transferring these jobs to the sheirff’s department doesn’t make sense either. Isn’t the sheriff’s department funding paid by the county? Some consolidated departments is a good thing but notice the county actually has more appointed staff than ever before. Less departments but more directors and deputy directors and actually some departments that never had a deputy now have some. Taxpayer only knows what they read in the papers, you guys have no clue how much nonsense and extra cost this administration already caused just by making the county seal bigger and different colors. The main web page looks exactly like the Glassman political campaign. Ridiculousness abounds in this administration, if you look at the letterhead, it seems like Boniface is a co-executive.

Harford County .gov has Special Police Officer job titl. Its a real thing, you get your “certification” from the State Police. Its basically security guards with arrest powers only on private property but I doubt any of them have ever “arrested” someone. Not really much “police” work going on besides window dressing.
The job is pretty much for a retired police officer as I doubt they would hire anyone with no experience as the usual open vacancy (in the past) required prior experience.

You couldn’t be more wrong if you tried. The fact is the new HR deputy will have to be trained by county staff on how the county works, its systems, regulations,labor contracts and the county HR personnel manual. She isn’t bringing any cost cutting ideas as she doesn’t know anything about government. You private market place philosophy will be rendered worhless!! I guarantee she will shadow whoever from 3 months and will propose changes that director will shutdown for whatever reasons. Her job is to learn how it works and take over one day the mantel from Richardson. So far the changes have been cosmetic and haven’t done a thing but a windfall for those that took the $5000 bonus and 100? of their sick leave. Only wish this giveaway is in place when I retire in about a12 to 15 years.. Treasury is losing 10 employees and most of them will be replaced. Savings will be minimal and when you take into account the layouts given, it will be 10 years before there is a net positive from the move. None of the moves so far have been punitive to employees but the changes have done is further demoralize staff whom will not get to be promoted because the CE Chan just hire whoever he or Boniface likes. His lack of loyalty will be rewards by doing less than he would have gotten otherwise.

I am not aware of any mass layoffs, firings or cutbacks to staffing that you so much want to happen. Many positions have to be replaced because they require specific training or it will cost the county more in the long run. The savings will be minimal and the county is already pretty efficient. We can’t just hire illegals to do the work like the private sector can. Pay up!!

The county doesn’t have trash haulers as a classified position and I don’t think any park n rec personnel in charge of maintenance makes anywhere near that money. I can tell you though, some of the folks retiring from other departments are specialized and somebody with accreditation or certified will have to replace those. There are only so many things the administrative powers can do as far as wages as we do have a union that better start raising heck about positions being filled without being posted and are given away on as who you know basis. Basically Jim, you have no clue about compensation, staffing levels,structure or things the county is mandated by state or federal law and your ignorance isn’t as irritating but just more of the same stupid taxpayers on the dagger. Yes,some of you are just dumb as a hazard county redneck.

Rank, no where does the federal or state government mandate the hiring and advancement of people who do not work.. What you are seeing is a RIF those that are left will actually have to do the job they were hired for. The days of milking a job out to get some overtime to make up for not getting a raise because there are too many people doing nothing are over.
Maybe all the highway workers with their long white beards that hold the stop/slow traffic signs making 50k a year can make up a ZZ Top cover band when they need a new job.

Jim, Nope. The county has brought in a few folks already without posting positions publicly. HR has a running list of openings every Wednesday. My bet is that many of the new hires will happen with the new fiscal year starting July 1st. The net effect is that maybe 30 positions won’t be refilled immediately but all others will. The test will not be in how many get filled but those that are, what salary levels and who will get those jobs.I am willing to bet that many friends and family members will be hired.

Nope, they will be filled by rearranging current staff then filled from outside if qualified candidates can’t be found from departments being eliminated. Net effect is a substantial reduction in force. The security force is a prime shining example of this.

None of this contract out will happen, except for some dog and pony show positions. The ? will be if there are any savings from such moves. The county had part-time folks doing most of the Main St. Security with Jo benefits and just a pension contribution. You guys know nothing about how the county is structured and how it works. Example, whatever Sheriff has is not under HCG and out Glassman’s hands.

CE hasn’t cut anything,all positions are from folks retiring and getting a substantial bonus and 100% of their sick leave which is tens of thousand’s of $$ per person. As far as who they hire from internal or external openings can be seen in HR website, just look at internal openings. I predict, from being on the inside that 70% will be filled again. Some positions will be eliminated now but the key test how many of these positions are eliminated from the classified rolls.Most departments have open and unfilled positions left over but their salaries and benefits are included in every budget. This creates capacity which is a key component in getting state and federal grants. They may never be filled or filled with grants.

Don’t know about salary increases, but CE will have a budget to present sometime this month. Somo staff including your truly already have due to promotions. Hopeful that employees are rewarded if the are raking on duties if positions aren’t replaced. I know Jim wouldn’t support any raises so it would mean all the more. Fortunately for me, it is all a plus since 2 coworkers with similar duties and I’m have been told a promotion is coming!!! It is good to be me!!!!!!

I am getting a promotion because someone has to do the jobs. I wouldn’t take on extra duties and responsibility just for the heck of it. Keep the shinny title, I just what higher pay for more responsibility. That’s how the private market rewards additional duty. If my duties increase so will my pay. My promotion is due to my skill set, ability and experience. I know it bothers you that I am smart, able and more than hold my own. I have never had a bad review, I contribute to team goals and provide our citizens a great service. I make sure to share emails and letters from citizens with my bosses and go the extra mile for my clients. While there are some than can coast on their name, I didn’t know anyone when I started here and I have never been given a promotion based on friends or other connections. Jim, thank you for your support in trying to make HCG more efficient, we are both on the same boat. I am in it to make more and you are in it to pay less or nothing.

Wait? Wuahht? No doubt it will be a contract, and no doubt its going to cost something. Will it be more money than a retired guy/no benefits to be an Harford County employed SPO (Special Police Officer)?
Furthermore, what kind of Deputy would we expect to be inclined to do that kind of work? It doesn’t seem like the “cream of the crop” are enthusiastic about starring at the front door for 8 hours, for a lack of better words.

Some details regarding the proposed budget from Glassman. Bottom line, CE is looking at offering pay increases to loyal employees. That should keep Jim busy hating employees for the near future. Teachers and BOE though, will have to cut back their own positions to get a raise, you’d think the new board would have known by now that depending on HCG exclusively while State cuts their portion isn’t a sustainable way to maintain the excess space and underused facilities. There are less students and the county has gone over the maintenance of effort formula most years.
