From MartinoBlum:
On Saturday, October 29, join thousands of happy folks and have a GREAT TIME at the 28th annual Halloween Costume Event and Parade and Trick-or-Treat at the Festival at Bel Air on Route 24 at Bel Air South Parkway.
Arguably the COUNTY’S LARGEST and possibly the STATE’S LARGEST free children’s event, for 2016 it is again being held in the parking lot between Rite Aid and Uptown Cheapskate, starting at 11:00 AM!
All kids in costumes get candy and trick-or-treat bags, plus coupons from FESTIVAL MERCHANTS!
Trick-or-Treating begins at 11:15 am, and parents and children are welcome at EVERY STORE in the Festival displaying the COLORFUL and FAMILIAR Halloween poster (here it is, at right!).
The COSTUME CONTEST also begins at 11:15 am and lasts until noon (after which you go trick-or-treat!).
The top 10 Finalists in the Costume Contest get prize bags with great gifts; the winners receive gift certificates to Festival stores, with the GRAND PRIZE being a $150 in gift certificates; second place $100 and third place $75.
The event ends with everyone invited to go trick-or-treating at participating stores in the Festival until 2 pm!
Participation is absolutely free to all! Rain or shine!
