Harford County Executive Barry Glassman declared a local state of emergency at 10 p.m. on March 2 due to widespread power outages, downed trees, and hazardous travel conditions caused by damaging winds from Winter Storm Riley. The county executive’s action follows a state of emergency declared by Maryland Governor Larry Hogan and will allow Harford County to apply for federal funds to recoup storm-related expenses.
“As Winter Storm Riley continues to impact Harford County, I urge our citizens to stay off the roads and stay inside if possible,” County Executive Glassman said. “Our Emergency Operations Center remains activated with dedicated staff and first responders working around the clock to assist citizens throughout the storm.”

The high winds were going on all day, since early morning, with trees down, traffic signals out and vehicle accidents everywhere. So the county executive waits until 10 p.m. to declare a local state of emergency???? Hate to think, what if it was a mass county evacuation???

My poor Father…He is an active working 80 year old. He is in RE. Wrote an offer in Bel Air at 3:30pm. He lives in Perryville, MD . He left Bel Air at 3:30pm…arrived home in Perryville (with my Mom in a worried mess) at his condo at 2AM> Unacceptable. We all knew the storm was coming…two bridges closed to Cecil County. How about next time…and I am not an engineer..no Semi’s on both bridges during 70mph winds?

Right. I imagine the main point of the local state of emergency is to apply for federal funds (the article states this). Hogan had already declared a state of emergency. Maybe they missed that too. While we all got the numerous updates throughout the day from Rick Ayers how about some personal responsibility as well? The local news has been talking about this for days. I’m not going wait for a county order to determine how to prepare for an event like this.

was glad to see motorists for the most part observing 4 way stops at out lights. Saw one car zoom through an intersection on Mountain Road but for the most part saw folks trying to help each other out by taking their time and waiting to take their turns. Only saw one policeman the entire weekend – helping a motorist who had a tree fall on his car on the bypass. I guess the police had their hands full responding to accidents around the county. Saw tons of EMS and firefighters responding. Glad motorists around Harford rose to the occasion and helped each other out.

As always when power is out, 152 and Old Joppa was a potential disaster. Less than 10% of the vehicles on 152 came close to stopping. What pissed me off was the Sheriff’s Deputy car parked on Old Joppa at Jomat during evening commute doing nothing with continuous near-accidents happening just 1/2 mile away.

The county EOC and BGE failed to prepare for this storm. Barry Glassman and Rick Ayers loved to make themselves look good but they failed. God help if we get a storm that’s even worse, which will happen sooner than later. This county is way less prepared than you would ever think. It’s an accident waiting to happen.

Awwww did someones power go out and they are upset? This was a once in a generation storm and shit happens. The biggest problem is people who refuse to let BGE trim the necessary trees. The good thing is his storm took care of those now we are good for a while. How about you spend each of the next 364 days evaluating their daily performance.

In a situation like this where the lights were out at major intersections, why weren’t the deputies or troopers out directing traffic at the main intersections?

There is literally not enough manpower to staff every major intersection. Drive around the back roads and look at the debris, there were so many road closures to take care of among other things that I am sure nobody was available to direct traffic.

All you need to do is put up some traffic cones to close a road. The main intersections were a danger that could have easily been mitigated with an officer directing traffic.

Let them move the cones. They’ll figure out why the road is closed and will have to turn around. Seriously, it will just be their time they are wasting. Better than overpaying a few deputies to play traffic cone. Tallk about easy money.
The manpower issue is no excuse. Call people in on their day off if it is a state of emergency. It is what they signed up for. If they don’t like it find another job.

There aren’t any openings right now, but I’m sure they’ll be hiring for a new class before the end of the year. Send an email to a recruiter and they’ll let you know when there’s an opening so you can apply.

Do you have any idea how many idiots will drive around cones and signs closing off a road? Hell, they try to do it with a marked police vehicle with its lights on blocking the road and not every road is suitable to be shut down by cones only. We also ended up with every cone, sign and barricade placed out on various roads in the county because so many had to be shut down which leaves no options other than to place a deputy (or 2 deputies depending on location) to close it down.
And I don’t know when you were driving through, but multiple deputies had to go on 95 and 40 to help shut them down when the state had to close the bridges which had a major impact on manpower as well.
