Annapolis, March 11, 2010; Delegate Mary-Dulany James and her colleague Delegate B. Daniel Riley have introduced a bill (HB1541) to protect a property owner in their district. This is a private property rights bill to prevent the state from the taking of land without just compensation to the owner.
Delegate James indicated that further clarification to the bill may be necessary but “the spirit of the bill is unchanging.” She went on to say “this legislation is to protect my constituent from an unfair taking of land”. The fifth amendment of the U.S. Constitution offers a protection against the taking of private property without just compensation. This bill is intended to ensure the State of Maryland does not violate the rights of property owners in Harford County.

The decision whether to renovate the Town of Bel Air’s aging building on Hickory Avenue or move town hall to a new location was one of the keystone issues of last fall’s town election. Now, there may be an answer.
The former BB&T Bank building on Main Street in Bel Air is “under contract”, according to the real estate firm handling its sale, and a source close to the deal told The Dagger that the town is the buyer and will move its administrative offices and meeting space to that location.
The former BB&T building is currently under contract, according to Donnell “Beetle” Smith of RKS Realty. However, Smith declined to identify the prospective buyer, saying only that the transaction was in a study period expected to last through mid-April. Following that period, Smith said he expects the deal to move to settlement in mid-May.

Annapolis, MD (March 10, 2010) — Governor Martin O’Malley today announced Board of Public Works (BPW) approval of a 130-acre acquisition to expand the Falling Branch Area of Rocks State Park in Harford County. The addition is largely wooded with a mix of trees and evergreen plants and includes a significant amount of land directly facing the Falling Branch stream, a tributary of Deer Creek.
“This acquisition will add opportunities for nature-based outdoor recreation such as fishing, hiking, biking, horseback riding, canoeing and wildlife watching for Maryland families and children,” said Governor O’Malley.
The Falling Branch Area is located five miles north of Rocks State Park and is home to Kilgore Falls, a scenic and tranquil section of Falling Branch. The “U.S. Census 2010 – Harford Counts” campaign is coordinated by the Department of Planning and Zoning.

Working as a photo-journalist during the turbulent 60’s and 70’s had it’s moments of terror and fear, as bombings and fires raged with anger of blacks and whites confronting each other. One such night of fear and anxiety came in Harford County as the H. Rap Brown trial was to open in a few days.
The trial never happened,….in Bel Air…after a car with two black men inside exploded along Route 1 and Toll Gate road, while the town was under ‘lock down’ because of threats the police received from supporters of Mr. Brown.

This week I shared with you a portion of the cost of cuts to local aid that are in some of the bills that are circulating the General Assembly. I want you to know that I have sent letters to our Cecil County Commissioners and Harford County Executive asking them what, if any, programs, jobs and projects would have to be reduced to accommodate this loss of funds. I want their input so I can make the best decisions for the people back home. After the judging of studio hardwoood manikins the public is invited to attend “The Town Goes to the Dogs & Cats 2010″ art reception.
