Due to unanticipated drops in income tax revenue, Harford County’s Fiscal Year 2009 budget will be millions of dollars short, a deficit County Executive David Craig hopes to make up by asking all departments to hold back on spending.

During Tuesday night’s Harford County Council meeting, Craig announced all government departments were tasked with identifying plans to hold back 5% of their current (FY 09) operating budget. The goal is to establish a reserve of $6.8 million in anticipation of the as yet unidentified shortfall in the current fiscal year. The following county agencies were also asked to participate in the hold back: Board of Education , State’s Attorney, Circuit Court, County Council, Health Department, Sheriff’s Office, Harford Community College, Libraries and Elections. The Dagger | Harford County News With an Edge: Latest post

Harford County Councilman Dion Guthrie (District A) plans to introduce a bill to eliminate the impact fee on new home sales at the council meeting October 7, 2008. Guthrie said he has support at this time from Councilman Chad Shrodes (District D) and Councilwoman Mary Ann Lisanti (District F).

Guthrie told The Dagger he had not supported the impact fee when it was first enacted by the Council in 2005, saying it was “an unfair tax because it only taxes new homes and not used homes.” Guthrie noted that families moving into existing homes also impact schools and other infrastructure, which the impact fee was designed to offset.

Edgewood News: September 2008 – Train Station, Southern Precinct, School Construction, Shopping Centers

We hope you were part of our emotional tribute to the memories of 9/11/01 with the visual display of patriotism as members of our Edgewood/Joppatowne community stood en-mass over the bridgework of I-95 and waved American flags for all to appreciate. Most of the thousands of cars and trucks that passed gave us a thumbs-up or blew their horns in agreement. We intend to do the same next year. Many thanks to the Joppa-Magnolia Fire Company for hoisting the large American flag from their hook and ladder truck!

1,000 Words About a Picture: Harford County Councilman Dion Guthrie and Sen. Hillary Clinton White Marsh Photo-Op

The Dagger | Harford County News With an Edge: Latest post

Perhaps as a last-ditch effort to help drum up support for the sinking presidential candidate, or maybe just to show it off before it became completely irrelevant, Harford County Councilman Dion Guthrie unveiled a photograph last week showing him and Sen. Hillary Clinton meeting, shaking hands and evidently discussing the state of the Union while she was campaigning in Baltimore County.

Guthrie, a Democrat representing the Edgewood and Joppatowne area, passed the picture along to a small group of associates and, upon further inquiry, explained the photo opportunity came in mid-February when Sen. Clinton made a stop at the General Motors Allison Transmission Plant in White Marsh.
