A bill to bring school board elections to Harford County passed out of a subcommittee of the House Ways and Means Committee Thursday. A vote by the full House Committee expected as early as today, March 27th. HB 639 would create a blended school board with six members elected in each of the six Harford County Council districts and three members appointed by the Governor.
Sources say there has been an eleventh-hour effort by one board of education member to make changes to the bill. Any changes at this time to the House bill would create a mismatch with the Senate version, which passed the Senate on March 17th, and send the legislation to a conference committee.

Not only has the bill passed out of sub-committee, it has passed out of the full ways and means committee. We anticipate it coming before the full House sometime soon.

The bill just passed out of the full House of Delegates on second reader in the same version as the Senate. We are on the path for final passage sometime tomorrow or Monday. Let me be the first to congratulate Delegate Jennings on his leadership in shepherding this bill through the legislature.
