(Harford County MD; February 8, 2011) Harford County Sheriff L. Jesse Bane is pleased to announce a series of Command Staff promotions – three Majors and two Captains. The three commanders promoted to the rank of Major are Douglas Verzi, Christina Presberry and Michael Capasso. The two commanders promoted to the rank of Captain are Duane Williams and H. Michael Gullion. In addition to the five promotions, several commanders were transitioned to new command assignments matching leadership talents with agency priorities.
“Today’s promotions are a result of the individuals’ ability to think strategically, the respect they have earned from their peers, citizens and colleagues, as well as their significant contributions to the Harford County Sheriff’s Office,” stated Sheriff L. Jesse Bane. “Their promotions and the assignments of my Command Staff members play a critical role in leading the Harford County Sheriff’s Office into the future.”
The three commanders promoted to Major now hold these titles and responsibilities:
Major Douglas Verzi – Investigative Services Bureau. Previously a Captain in the Police Services Bureau assigned to the Northern Precinct, in his new role, Major Verzi will be responsible for two divisions and manage over fifty Agency members. His responsibilities include the Criminal Investigations Division that includes the Major Case Unit, Property Crimes Unit, Megan’s Law Unit, Computer Forensics, Evidence Collection, Victim Services, White Collar Crimes Unit, Auto Theft Unit and detectives assigned to the Harford County Child Advocacy Center (CAC); and the Special Investigations Division, that encompasses the Harford County Task Force, Criminal Intelligence Unit and the Homeland Defense Unit. Major Verzi has been a member of the Harford County Sheriff’s Office for over 31 years.
Major Christina Presberry – Police Services Bureau. Previously a Lieutenant in the Police Services Bureau assigned to Special Operations, in her new role, Major Presberry’s responsibilities are carved into two precincts and the Patrol Special Operations Division. She will manage over 195 agency members. Her responsibilities include the Northern Precinct located in Jarrettsville, MD; the Southern Precinct located in Edgewood, MD; and the Patrol Special Operations Division. The Patrol Special Operations Division is comprised of the Community Action Response Team (CART), Community Policing Unit, Gang Suppression Unit, Traffic Unit, Violent Street Crimes Unit, and K9 Unit, as well as a number of secondary assignment teams such as, Special Response Team (SRT), Crisis Negotiation Team (CNT), SCUBA Team and Honor Guard. Major Presberry has been a member of the Harford County Sheriff’s Office for over 26 years.
Major Michael Capasso – Correctional Services Bureau. Previously a Captain in the Correctional Services Bureau assigned to the Operations Division, in his new role as Assistant Warden, his primary objective will include the care, custody and control of inmates housed at the Harford County Detention Center. Managing a staff of over 150 agency members, he will oversee the Operations Division and Administrative Services Division which includes the Interagency Processing Center (IPC), Security Operations, Correctional Response Team, the Gang Intel Unit, inmate support services and all administrative services to include Accounting, Standards, Classification, Commissary, Work Release, Food Services, Transportation and Facility maintenance. Major Capasso has been a member of the Harford County Sheriff’s Office for over 24 years.

I don’t know Christina Presberry but I do know her father and I have unparallel respect for him. If Christina is anything like him she will be an excellent Major! I say congratulations Christina but also congratulations Richard I know you’re proud!
I will sleep better now knowing we have “leadership talents with agency priorities”…
