The Harford County Council will attempt to clean up its zoning code Tuesday night through a series of bills that redefine zoning terminology and revamp and modernize the Chesapeake Bay Critical Area Overlay District.
The county council kicks off its night with public hearings on a trio of zoning-related bills.
The first bill addresses zoning code corrections and would define “high-rise apartments” (buildings containing 8 or more dwelling units, containing 6 stories, with a common entry) and “mid-rise apartments” (buildings containing 8 or more dweling units off a common entry with either four or five stories); eliminate payment into the forest conservation fund in lieu of reforestation; allow in a mixed use center any uses permitted in B1, B2, B3, CI, LI, and R4 Zoning Districts regardless of the underlying zoning district of the property; and eliminate the reference to 4-year and 5-year school enrollment projections in the annual growth report.
The second bill to be discussed involves the Chesapeake Bay Critical Area Overlay District. Among the many changes proposed by the bill is the addition of a new definition for “lot coverage” – the percentage of a total lot or parcel that is occupied by a structure, accesory structure, parking area, driveway, walkway or roadway, covered with gravel, stone, shell, impermeable decking, a paver, permeable pavement or any manmade material, or covered or occupied by a stairway or impermeable deck.; not including wood mulch pathways or a deck with gaps to allow water to pass. Such lot coverage drives how much of a given lot or parcel can be developed.
The third public hearing involves another Chesapeake Bay Critical Area Overlay District bill and would require that applications for subdivision of land which lies within the Chesapeake Bay Critical Area Overlay District must be forwarded by the Department of Planning and Zoning to the Chesapeake Bay Critical Area Commission.
Also Tuesday night, the county council will honor Harford Living Treasures Dave & Hannah Cohen and Darcy Lloyd and confirm appointments to the Towing Appeals Board and Citizens Budget Advisory Board.
The public hearings begins at 7 p.m. at the A.A. Roberty Building in Bel Air and are followed immediately by the county council meeting at 7:30 p.m.
