RE: House Bill 1280 Task Force – Study Property Tax Assessment Procedures and Appeals Process
Dear Delegate Fisher,
Thank You! Thank You! Thank You! Thank You! Thank You!
Yesterday we testified before you on House Bill 1280 a reform bill that would establish a task force to study the property tax assessment procedures and appeals system. For the past seven years our group has been trying to get this legislation proposed by our Senator Barry Glassman out of committees and on to the floor for all those we elect to act upon — not just a select few committee members.
Until yesterday, we have not seen a shred of interest in this very complex, misunderstood, and unfair assessment and appeals system. You are the first to ever even ask any questions of us. And you sir, were outstanding?? We could not have wished for more if we had planted you there. The questions you raised struck right to the heart of this problem and allowed us the opportunity to respond with facts that we hope were informative and convincing. We hope some of those present were (1) awake enough to hear our exchange with you or (2) not concentrating to strongly on the food and drink before them that is forbidden to the audience, or (3) not too engrossed in their computers or cell phones to listen, hear, and digest the responses we gave to your very pointed and probing questions. Your dissecting display of leadership was phenomenal?!
In the seven years we have been pursuing this matter, it was the first time we ever went home with a good feeling that somebody showed us we were actually being listen to – and heard?? We hope this is precursor to better results on this all-important bill.
We certainly appreciate the effort you made to bring out the information you sought. More importantly, we felt doubly appreciative for the effort you made to leave the hearing room, come to the lobby to meet and talk with members of our panel. That was exemplary and a rare example of what every taxpayer expects but seldom sees from their elected officials.
We hope that your interest rubs off on others on the committee and that you can help a favorable report to be forthcoming from the committee.
Again, our sincere thanks for statesmanlike effort you made for Maryland property taxpayers.

Mr. Whitely, perhaps the reason few of them pay attention is because they realize that you have a personal bias against the assessment office and that the system set in place in Maryland is probably the most modern and fair in the country (see my comments in the other article). In my opinion, buttering one of them up makes it even more obvious. God bless.
