Havre de Grace Police Officer Charged in Assault; Suspended

From the Havre de Grace Police Department:

On Thursday, August 27, 2020, Havre de Grace Police Department officials were notified that an officer with the Havre de Grace Police Department was being investigated for an assault that occurred off duty at a Bel Air restaurant.

The Officer identified as Philip Paciocco has been charged by the Harford County Sheriff’s Office. Once notified of the investigation the Havre de Grace Police Department suspended the officer of all police duties for the duration of the investigation.

At this time we have no further information to release due to the nature of the criminal investigation. The Havre de Grace Police Department is fully cooperating with the Harford County Sheriff’s Office and their investigators as they proceed with their investigation.

    • Well, finally we have something we agree on. Police brutality, involving any race, is unacceptable. Police should use enough force to diffuse a situation, but not excessive force. The use of deadly force has always been a problem when it is unjustified, but idiots in office have always come up with a reason to justify it. It wasn’t that long ago that police could basically use deadly force and the courts would always find a way to justify it, even if they had to lead a jury. One thing I think police should do is bring back the use of pepper spray. It works better than TASERS and is non lethal. Just a suggestion…

        • No. They should use pepper spray instead of Tasers. That’s what I am saying. Actually, I’d use Pepper Spray in a non lethal force situation FIRST and then try the Taser. If all else fails then you use the firearm of course. However, I always questioned the center mass philosophy taught to police and have always wondered why not shoot the fucker in the leg or ass? I think it goes back to the rule never point your firearm unless you intend to use it. I think if a police officer does encounter a person trying to point a firearm at them then they should blow the person away. Police should be able to protect themselves….

        • Predictable. If Trump had warned the American People of the potential danger the left would be shrilling the opposite. Common sense says he knew the severity if the situation while at the same time preparing for it.

          And statistically, it is not that bad, I understand that people have died, and suffered horribly, which is tragic. But it ain’t all gloom and doom like some sects of people predicted but seemingly hoped for.

          • What exactly did the President do “preparing” for Covid-19? Seems to me all he did early on in Jan/Feb was DENY the danger. That denial is the prime reason we lost control of the situation.

I guess it doesn’t matter because even if he had gone hog wild and told the public we were all going to die, you’d disapprove of that as well. Look, if we look at previous pandemics in the US and factor in the population increase since those pandemics occurred, you’d see that the number of deaths is proportionate to the population increase.             I apologize for not responding directly, but there was not “reply” under you comment to me. So, I am responding via my post, I hope you see it.

            I can argue those stats apart easily. First, The “world’s population” includes places that have not even seen a trace of the virus. There is inaccuracy in reporting deaths, meany of which have occurred in the elderly, of which are housed together in close proximity.

            In addition, I was listening to a podcast that addressed the phenomena of a group of people listening following directives from their government, I can’t recall that the effect was called. But the US was crappy at it. We like to do what we want, as we should be able to. So, all these gatherings, take your pick of which ones, are spreading the disease. Regardless, the point is there are many factors that could counter your statistics. Statistics can be misrepresented accordingly to satisfy a narrative. We need to understand statistics, not quote them.

            Some people just won’t be happy until the world is coming apart and it is not the zombie apocalypse that I believe some are wishing for. Our world is coming apart because people are razing cities and resorting violence affecting families, businesses, and peoples lives. That is far worse than this quarantine and the pandemic.

Here in the US, the mortality rate is being falsely enlarged and 94% of the people who have succumbed had underlying issues. That is a 6% COVID-19 only mortality rate from those whom have died with Coronavirus in their system. That’s not conjecture, that is fact. Both Russia and China are NOT being honest about the death toll. The bottom line is only 1.95% of the US population of 331,002,651 people has been infected. About 55% percent have fully recovered from the Coronavirus and only 3% of those infected have died. When this is all said and done we will see the Coronavirus was about as deadly as the flu. This is NOT the 100 year pandemic and when we get the REAL 100 year pandemic no one will take it seriously because you Democratic Dooms Day Brokers have overplayed this one. You guys are so desperate to find an issue you can win against Trump, but you can’t because no one will believe your bullshit because you lied so much. Apparently, it can kill people with respiratory issues or other underlying conditions. Only 6% of COVID-19 deaths have been attributed to the virus alone. As for Trump knowing how dangerous the China Bug is in January, well, some of the Senators that were accused of insider stock trading also did and that was because it was announced publicly. Those Senators were never removed or convicted because it was public knowledge, if you listened. Nobody was listening and Trump was all caught up in the impeachment hoax. Nobody really even talked about it, but that doesn’t change the fact that we were informed about it in January, but it went in one ear and out the other. Let me be very clear, the President isn’t supposed to stoke civil unrest or mass panic. He does neither. He never ordered police to shoot blacks. I can’t foresee him using the Defense Production Act any sooner than he did, end of that discussion. I don’t like him using the Defense Production Act and feel this virus falls more under the FEMA Act, unless of course you are willing to say China weaponized this virus and used it against us, which is a very real possibility. Maybe an addition to the FEMA Act forcing production should have been done. Lastly, the States should’ve never shut down and I firmly believe this. The news was showing all these lovely protesters, but in reality many have been killed, and lives ruined by the peaceful protesters.         • Those charts show that negative GDP growth happened during both Bush and Obama, but not Trump, even though we all know 2020 has had some because of the Corona Games. Trump’s administration has consistently showed a decrease in unemployment in those charts which neither Bush or Obama can claim, but once again we all know 2020 will show different because of the Corona Games. Sharp up ticks in average wage growth and real median household income for Trump, while his predecessors can’t say the same. The stock market, which reflects the retirement growth for those in the private sector is Trump’s forte and Obama has shown nothing. Obama isn’t even in Trump’s league. The Federal Debt skyrocketed with Obama and tapered with Trump. Trump has not addressed any ways to decrease Federal Debt, which should be an issue Democrats could actually use, but you stupid dipshits will do nothing but play Corona Games and it will lose you this election. The insane ideas of defunding the police coupled with the Democratic organization of domestic terrorist groups like BLM and ANTIFA have turned public opinion away from the Democratic Traitors Against America and I think Trump will beat the racist Joe Biden in November. The 200,000 dead is inaccurate and all the proof anyone needs is to look at hoe death rates from other diseases, conditions and illnesses declines, all because of the CDC’s inaccurate accounting of COVID-19 deaths when the fact is only 6% of the deaths were actual COVID-19 only deaths. I’m pro-choice, but when it comes to late term abortion I’m pro-baby being born.     I suppose you think adding tariffs to Chinese made junk will cause manufacturing to return to America ( are you even a citizen, or a Chinese asset..you write as if you are one).
    Manufacturing WILL NOT return to America because of several reasons..the first of which is the tax breaks afforded to those companies using offshore manufacturers.
    In turn, it makes the richest, even wealthier, since they use the absurd tax codes to their advantage. In short, they pay lobbyists to pay immoral politicians to “bend the rules”.
    Also, the crappy goods that are foisted in America have been designed with a planned obsolescence, so instead of a good reliable products longevity, you get 8 years out of a name brand washing machine, for example. Even expensive products you buy, thinking it is better than a cheaper one, are still crap. You have paid more for just a brand name!
