UPDATE: HCSO deputies arrested Williams at approximately 4:05 a.m. Monday morning.

On Sunday, August 22, 2010 at approximately 3:00am, while conducting a routine patrol in 1800 block of Edgewater Drive, a Harford County Sheriff’s uniformed patrol deputy was told by a local citizen that his yellow Suzuki RM250 motorcycle had been stolen earlier in the day from Harbinger Trail in Edgewood, MD. Later in the evening, the victim had witnessed his motorcycle being operated nearby in the 1800 block of Brookside Drive.
Moments later, a Harford County Sheriff’s Office Patrol deputy heard the sounds of a motorcycle approaching the 1800 block of Edgewater Drive after he had just finished abating an argument between drunken family members in a nearby apartment. As the noisy neighbors dispersed, the deputy witnessed a motorcycle and rider matching the descriptions provided earlier by the stolen motorcycle victim. The deputy stepped out into the middle of the street in effort to order the vehicle to the side of the road. The operator of the vehicle swerved past the deputy causing the rear tire of the motorcycle to skid out. The suspect remounted the motorcycle, continued a slight distance forward, before striking the curb of the parking lot with the front tire, crashing into the grass.
The deputy advanced towards the suspect, who was once again attempting to flee. The deputy was able to identify the suspect as Timothy Patrick William Jr., age 23, of Edgewood, MD. During an attempt to detain Williams, a struggle ensued and a crowd began to gather. While the deputy was attempting to gain control of the suspect, Timothy Patrick Williams Jr. called out to members of the crowd requesting the crowd’s assistance in escaping from the deputy’s grasp. The deputy was kicked in his left shoulder by an unknown subject knocking him off, the suspect, Williams Jr. Timothy Patrick Williams Jr., was able to gain his footing, running towards the wood area that parallels Topview Drive and the Harford County Parks and Recreation fields between Eloise Lane and Edgewater Drive. The unknown subject who assisted Williams fled in an unknown direction.
An arrest warrant for second-degree assault, theft over $ 1,000 and under $ 10,000, resisting/interfering with an arrest and malicious destruction of property has been issued for Timothy Patrick Williams, DOB 06-21-87, at a last known MD.

I can only hope a resident comes forward from the area who can identify the individual who assaulted the officer while trying to make an arrest. This is not community policing and only goes to fly in the face of communities working with law enforcement instead of against. I believe an assault on a Harford Sheriff should handidly send a message that these officers are to respected and assisted in conducting their daily operations throughout Harford County. This is no time for “I didn’t see anything”, this sends the wrong message that officers can be assaulted without any consequences due to lack of common respect for the law. There is no amount of cameras that will enforce personal responsibility or decent character. Individuals will find the shadows to continue terrorism of local residents, economy, and livelihood.
Baltimore recently finally put some teeth into sending a message to rental areas that have repeated crime, they revoked the license to rent. Wonder if Harford County has considered doing the same?

If by “one place” you mean Harford County then please by all means continue with your head in the sand. Armed Robbery w/ Suicide to boot (Forrest Hill), Open-Case Homicide (Street), Armed Robbery/Assault (Abingdon), etc….and oh yeah thats in the last 30 days my friend. So which place do you want to roll up your sleeves and play park ranger to first ‘skeptical’.
I hope the current sheriff can control what appears to be out of control behavior. This is the type of behavior that can be found on the east side of North Avenue in the city. I do not want this kind of nonsense in the county where I live. If it continues I will consider moving to a more peaceful community.
It’s sad that things like this are happening in our county. Note the time of the incident – 3am. The officer had already been dealing with a domestic alcohol related incident and now this. Where’s the back-up?? Seems like officers should be riding in pairs at this time of night. Given the multiple incidents this officer was dealing with at the same time and number of people milling about at this hour of night (“a crowd ensued”), it should be automatic that the officers are partnered up. Why wasn’t there more than one officer?
My thoughts exactly. Where was the backup? Shouldn’t there be more than one cop available in or near Edgewater Village? Isn’t the Southern Precinct only 1/2 mile away? This officer was outnumbered and outarmed for sure. What the hell was going on where there was a crowd at 3am, and only one cop? Our sheriff’s dept. is broken. This officer is lucky that he made it home this morning; he and his family, and the rest of this county should be livid.
All of the cops are up in Bel Air trying to catch people speeding. You can’t go 100 feet in Bel Air without seeing a cop. It seems as if they need to move half of them to Edgewood.

For the past decade or so, police departments have under fire by the State and County governments to be more sustainable and spend less money and bring in more money.
So in turn the past decade Police department leaders are focusing too much manpower on traffic tickets to make money.
Think of all the commercials we hear constantly driven into our heads in the media (DWI, reckless driving, speeding, ect. “we are out to get you”), we never hear of commercials saying “we are focusing on serious crime and criminals to make a safer community for you”. There is no money in it.
We get cops in White Marsh and Parkville sitting all over the place on side roads way off the beaten path trying to bust responsible citizens heading home from work for going slightly over the speed limit; while White Marsh Mall and local shopping centers have been getting plagued by thefts, fights, vehicle destruction, and female customers being verbally assaulted by trash, ect. daily.
It is indeed our lawmakers that force Police departments to poorly focus the direction of policing on money and not crime.
The Harford County Sheriff’s Department needs to undergo retrenching and the local representatives need to put funding to the police departments first before any more infrastructure funding or aesthetic appearance upgrades to streets, parks or APG expansion efforts.
The Edgewood issues are growing and spreading. It is happening today. Ignoring the problems or covering them up with grandiose promises of new parks, jobs and construction with the APG expansion is pure fluff and distraction. Typical political floundering to distract the masses.
Fact is, Bel Air is a few miles drive on 24 from Edgewood. Crime is growing in Bel Air. We all know why.
Criminals are driving through our “safe” neighborhoods to commit a crime next to us. Soon it will be directly in our “safe” neighborhoods; when one of our own teenage kids become friends or buy from these very criminals.

All police do need to be paired up after dark. Also policing should be directed after dark to patrol the problem communities, not speed traps.
Policing is not the problem – they’ll catch their guy. The problem is our so called “justice” system in HC dumping repeat offenders back on the street without any concern for the average citizen or accountability for their incompetence. I can’t think of when I’ve seen a crime reported on Dagger that was not perpetrated by a repeat offender with a list of priors that leaves most of us shaking our heads wondering “why is this person on the streets?”. No doubt the person(s) aiding this turd’s escape has a list of priors. What are our options for getting rid of these judges that are so light on crime? Where do these idiots live that they’re so insulated from reality? Jail isn’t overcrowded until you can’t get the door shut.
I have 2 friends who live in the infamous(?) Harford Square development in Edgewood. One is a Vietnam vet, other is a handicapped widower. Both are, at times, afraid to go out after dark because of the gangs, riff-raff, and drug dealers that abound there. They can’t afford to live anywhere else on their pensions. It was a lovely place 20+ years ago. Now, it seems, it’s a large, festering boil on the buttocks of southern Harford County. It’s a crying shame that County Gov’t. allowed situations like this to happen.
Totally agreed. That neighborhood has become a mix of gang members and people who do not have the means to get out and are basically held hostage in their own neighborhood. I know parents that cannot even let their kids go outside to play–during the DAY.
This is my expert observation as one who is a professional cultural geographer. These patterns are easily recognized. This is a very general observation and of course there are many variables which assist in the reasons.
In the 80’s many observant neighborhood leaders openly went against the grain of a “diversifying” culture and said that section 8 will destroy Baltimore county and eventually Harford county. They were right!
In the late 80’s, Murphy Homes and other inner city high rise housing towers were demolished because of Federal Funding that was obtained by the Baltimore City to support new gentrification plans to rebuild US cities. This well meant planning to restore infrastructure would be the beginning of the end of peaceful working class and responsible citizen suburbs.
Sure enough the demolition of these high rises displaced an estimated 50K low socio-economic people (which btw was also housing partially used for convicted felons families and starter housing for released felons). These people were relocated by the “amazing opportunity driven” section 8. (Of course, section 8, was the theory of moving poor, irresponsible people, and ex-cons into middle class neighborhoods. Where they “would” be motivated and supported by the middle class communities of the counties to become responsible and contributing members of society. In turn, middle class families would get a taste of diversity.)
Dundalk and Essex were hardest hit by the section 8 re-locations during the late 80’s and early 90’s. Apartment complexes and cheap town homes are the staple and food for section 8 re-locations. During the late 80’s-90’s, these neighborhoods became victim to high rises in crime rates, as well as, responsible families moving out to Harford and Baltimore Counties.
As Huge gentrification projects occurred in Baltimore city during the 90’s (Canton, Upper Fells, Federal Hill, Ravens Stadium, Camden Yards, North Charles Village, Pigtown, Power Plant, Howard Street, ect.) more lower class citizens and now in place gangs were dislocated by the wealthy developers. Now Dundalk and Essex were full. So where did they all go? Rosedale, Hamilton, Security, Arbutus, outskirts of Towson, Parkville, and any open apartment and town home communities. The majority of the relocations were north and northeast of the city.
Now during the mid-late 90’s all the yuppy movements took place into Parkville, Rosedale, White Marsh, Towson, ect. Quickly property values went through the roof and junk landlords kicked out lots of sections 8 families to sell the now valuable real estate, starting another mass relocation. However, this time it was it was from lower class city people whom were still being bumped out by the growth of the cities yuppy communities and all the section 8 lifers in the surrounding suburbs and their growing young families.
Where did they all go? Edgewood and Rt. 40 surrounding neighborhoods! The property was cheap and available; landlords, trailer parks and apartments said “we would love to make some money, hell we don’t live there”. Now its just before 2000 and the egg has been laid.
If Edgewood is ever cleaned up… look out Cecil County and any other barely occupied apartment or town home communities.
Empirical Fact: Keep your property values UP and allow NO zoning for apartments or “affordable” condos and town homes. Make no reason for neighbors to move and you will stay better off.
Sad fact: Many large condo, apartment, and town home communities that are off of 24 (Singer rd. down to Wallmart, just an example) have been hit hard by foreclosures the past few years. Many, many wealthy real estate landlord types have purchased those units cheap, cheap in the past few years. They are presently all being rented out to cover the mortgage costs (short term investments remember). These wealthy investors are looking to make quick cash and out. As soon as tenants start to run out, investors will indeed start consider section 8 or rent control status. Trust me! I know one of these pig “investors”. He owns 5 town homes in that very community and openly said he will allow rent control or section 8 if he can’t keep them occupied.
Just my synopses.
Hopefully this turd actually stays locked up this time instead of being released. He was just arrested about a week or so ago for possession of a stolen handgun and was released on his own recognizance by a judge (I’m not positive by which one), has been locked up numerous times for a wide variety of charges (cds, handgun possession, assault, etc), is a known gang member, and is backing well over a decade of prison time from previous probation judgments.
It’s a disgrace that he was even on the street for this to have happened in the first place.

He is always spouting off about what he is doing for Edgewood, I don’t see that he gets much of anything done except grandstand and exaggerate his accomplishments or importance to the community. He and Sheriff Bane are close buddies so why can’t he get Jessie to put the resources in Edgewood to deal with these problems. Too much talk and too little action. Both need to go this election cycle. We can’t afford to wait any longer for strong leadership from these too, which neither has demonstrated they are capable or willing to provide.

what if the deputy had done what the late, great Paulie Bungori of the HdG police used to do in ‘disorderly crowd conditions while he was trying to make an arrest’? He punched the first mouthy bastard in the face, and got on with his arrest. But today thanks to our bullshit laws protecting criminals, a deputy can’t do that, but they should try it once and a while, and lay some loudmouth in the dirt and get on with the job at hand, protecting the very folks who are interfering.

Things are looking very bad in Edgewood and other areas which are covered by the Southern. In light of this recent incident, why aren’t more Deputies assigned to night duty in the Southern? Someone made the excellent suggestion that Deputies ride in pairs – HCSO MANAGEMENT needs to keep their Deputies safe and consider new strategies.
I hope the HCSO, MD State Police and the various Fed partners will saturate Ewood until things quiet down. The police also need citizens to start assisting them in gathering real time Intel.

Look up on MD Judiciary Case Search – Harford County Circuit Case 12K05002128. On 5/11/2006, Mr. Williams pleaded guilty to Conspiracy to Manufacture/Distribute CDS. He rec’d a sentence of 18 years, 5 months and 13 days. However, the JUDGE suspended all except 4 months in jail. You have got to be kidding me. Why did the Judge bother to accept his guilty plea?
I hope his probation is violated and that he is held in jail with no bail.
He’s been arrested. The midnight shift guys tracked him down made the arrest early Monday morning. I believe he’s being held on $250k bail at the moment, but seeing how a judge recently released him on his own recog after being arrested a couple of weeks ago for being in possession of a stolen handgun I’m not holding my breath that he won’t be out again soon.
Judges really need to be held responsible for letting these turds back on the street. There’s a reason why these thugs don’t give a crap about being arrested or what they’re charged with…they know the judges won’t give them much jail time (if any) and even if they end up in DOC they’ll serve 50% of their sentence or less.

BEF- I think you mean: eminent domain, which refers to the power possessed by the state over all property within the state, specifically its power to appropriate property for a public use. Iminent (as you mistated) refers to: something that is about to happen or take place soon. Common misuse of word.
Some of you guys have great ideas. However, the bizarre, extreme solutions provided by a few really detract from this entire thread. Please stick to realistic ideas that may actually be supported by the county government.
I use to work private security in Baltimore Co. at Section 8 apartment complexes, as an off duty police moonlighting type of thing. I think something like this might be beneficial to the Edgewood area. I know lots of eager, young police officers from outside jurisdictions that would jump on the opportunity to work a second job overnight in some of these areas. Most of us are getting furlough days, so overtime is almost out of the question. It would clearly be up to the Sheriff’s Office to respond to our calls and assist when we needed it, but we would mostly be there as a deterrent to crime, a visual presence of authority.
The slumlords of these areas would obviously have to foot the bill for these kinds of things, since the Sheriff’s Office can’t handle the call intake as it is, or maintain enough of a visual presence, not to mention pay for a service they already provide. ( I am in no way blaming the police, I’m just saying they have a lot of problems)
I’m just pointing out that there are police officers that live in this community,but don’t work for HCSO and want to help, but cannot do the HCSO’s job for them. Some of us would probably do this for free if it were coordinated correctly. Im not saying these officer’s aren’t doing a good enough job, I support them 100% in their efforts. What I am saying is more cops in this area = less crime and it doesn’t matter what department they work for. Many other states have auxiliary officers that work part time for several departments. Maybe Maryland needs to look in to this…

I agree. A problem solving response that makes sense is appreciated. Perhaps the owners of the Section 8 apartments that are reaping the profits could be made to contribute toward this police presence. An issue that continues to cause problems with Section 8 housing in Baltimore is the lack of supervision of exactly who resides in the apartments. No convicted felons are allowed and this seems not to be enforced at all.
Edgrwater Village, Harford Mobile Village, and Perrywood all pay off duty deputies to work security as an OT detail (the management reimburses the HCSO for the hours worked.) Windsor Valley (Meadwood) has private security.
This incident happened right after the deputies working the detail in the Village got off, I think.
Henry- I just read your post, sorry I didn’t know that was the case. I figured that there had to be something like that in place already, but no one had mentioned it.
How do you feel about outside agencies assisting? Im glad that there is legitimate overtime available in these high crime areas, but what if you could provide more police presence in this area, at a lower cost by using off duty police from other agencies, in addition to the officers already there?
Well, they’re on duty in full uniform (I didn’t word that quite right my other post), regular patrol car, etc so most people probably don’t realize that they’re on an OT detail. The only differences are that the apartment complex pays the OT (plus some extra to the HCSO, I assume), they pretty much stay in that particular complex, and have to complete a log of their activities at the end of it so that the management knows they aren’t just paying for a couple guys sit in their cars for 4 hours and do nothing.
It’s an arrangement just with the HCSO and every hour that the management is willing to pay for gets filled within an hour or two of it being posted. I have no idea if the way the agreements are set up exclude those complexes from having officers from other agencies work there at other times or not, but you can start running into jurisdiction issues if say BCPD is working security in Perrywood. They don’t have arrest powers outside of their county and wouldn’t be able to be a uniformed presence (and I think the same would apply to APD, BAPD, and HPD.)
It’s kinda like how the high schools pay deputies (or town officers in the case of HdGHS, AHS, and BAHS) to be there for stuff like football games.
I wouldn’t necessarily be looking for a uniformed presence. It’s clear who the police are off duty, even in their POV’s and street clothes.
In regards to the arrest powers- I wouldn’t want these off duty officers actually making arrests. They would mainly be there as a deterrent, only intervening if they actually witness a crime, or to protect life, property, ect. It would be the same as if they were at a store and witnessed a violent crime in progress and stepped in to prevent it. They wouldn’t actually be making an arrest, only preventing the crime from occurring, and then the actual police of that jurisdiction would arrive and arrest based on the other officer’s observation.
Bars, pharmacys and other places around the state have hired off duty cops to work private security details for them in similar fashion. Though many departments have “non-moonlighting” policies now so that can complicate things. Not to mention many officers dont want to do the legwork and paperwork when it comes to charging people for crimes that the officer themselves had nothing to do with.
I hear what you’re saying, but as far as I know what the management wants is a uniformed police presence in their complex otherwise they’d either hire a private security firm or have it set up as secondary employment gig rather than a reimbursement OT detail. I also don’t know how exactly the contracts are set up between the management and the HCSO. They very well could say that only deputies can work there.
Yes, “more cops in this area = less crime” … in that area. You will only succeed in moving it somewhere else. I believe fewer criminals = less crime. The court system in HC is a joke. Law enforcement keeps arresting them and the courts keep releasing them. All these dirtbags in these Dagger stories had no business being on the street. As far as I’m concerned, the lazy prosecutors and the lenient judges and parole boards that put these repeat offenders out on the street to victimize the unsuspecting public are as guilty as the criminals pulling the trigger and plunging the knife. I don’t think they lose any sleep over it though… it is job security after all.
Thank you BPB for your posting. Your idea regarding private security hopefully is one that can be considered. Would they have the authority to carry guns as contractor type police force? Do city housing police have that kind of authority in Baltimore.
The private security company that I worked for only employed off duty and retired police officers, so yes they all carried guns, and badges. I’m not sure what the extent of the Housing Authority in Baltimore is though.
Some security guards are authorized to carry and some aren’t (they have to get a special certification and license to be able to carry unless they’re off duty police.) Some security firms only employ off duty and retired police and obviously those guys are armed, have a real badge, etc.
Personally, I think you’d have to be nuts to want to be an unarmed security guard, especially in some of these apartment complexes.
Unarmed security in these area’s should stay off of the table. These goons have no respect for legitimate police, so throwing in an unarmed guy with good intentions will only end bad. I just wish there was a way for the other police officers in the area to lend a hand without trying to looking like out of jurisdiction super cops or glorified street soldiers.
Still wondering why there isn’t some sort of auxiliary or part time police program that could be developed. Ocean City has been doing it for years with seasonal officers. I want to take the same idea and implement it with off duty and recently retired officers from other agencies.

Now is the time to voice your opinions to our candidates for county offices. Demand that a public referendum take place that would call for a “Special Assessment Tax” on all landlords in Harford County (with a higher fee for those who participate in the Section 8 Program)). These fees would be earmarked solely to pay for additional law enforcement officers or existing officers overtime in the “crime hot spots” of the county. Additionally, we all need to demand that a landlord registration process be enacted so the police know exactly who the landlords are, and where to get information about tenants. Landlords who refuse to play by the rules of these programs should have their properties condemned.
The time has come where we must start charging a tax for landlords who are profiting and ultimately using more social services for their properties than the average homeowner.
Refuse to elect candidates that do not take this problem seriously!

Landlord Registrations are common in the U.S. in cities. The State of NJ has many cities with such programs. The purpose is to require landlords in that area to obtain a license (fee) to operate residential rental units. Also, this would result in an efficient manner of addressing alleged infractions or violations of the Housing Code, especially as they apply to apartments and other residential rental properties. Properties would be inspected annually or every 2 years to ensure safety code compliance. Furthermore, this would force landlords to declare income from rental property and make sure their tenants were not letting people who are not on the lease reside there.
As far as condemnation, that is a subjective matter. Courts handle this. When a bldg fails to meet state or county municipality standards, local authorities may condemn it. A condemned structure must be repaired or demolished. A building inspector for a local board of health must follow a process before condemning a building. That is something that would have to be addressed by county attorneys.
Bottom line is that we need to make sure our candidates are aware of citizens unhappiness with landlords and rental properties in general. Then, someone who is elected will address it.
