U.S. Senator Barbara A. Mikulski (D-Md.), Chairwoman of the Senate Appropriations Committee, today was joined by Senate Majority Leader Harry Reid (D-Nev.) along with Senators Ben Cardin (also D-Md.), Mark Warner (D-Va.), Tim Kaine (D-Va.) and members of the Senate Democratic Caucus on the steps of the U.S. Capitol Building to call on House Republicans to end the Tea Party shutdown, reopen the federal government, pay America’s bills on time, and negotiate a solution to funding the government.

“We want to reopen government. We want to make sure that America pays its bills. And we’re ready to negotiate as we’ve been doing in the past,” Senator Mikulski said. “For those of us in Maryland, we want to reopen the government so that the 130,000 federal employees who live and work in Maryland can go back to work to do their jobs. We want to reopen government because we are the home to 20 major federal agencies headquartered in Maryland, serving not only Maryland but serving the nation and the world. We are the home to the headquarters for Social Security. We are the home to the headquarters for Medicare. We’re the home for the headquarters for NSA. We’re home to the Food and Drug Administration. Together with Virginia, we have Wallops Island Flight Facility. In Western Maryland, we have a federal prison. We want to reopen government so it serves the nation.”

Senator Mikulski’s remarks on the steps of the U.S. Capitol, as delivered, follow:

“Good morning everybody. Senate Democrats want to reopen government. We want to make sure that America pays its bills. And we’re ready to negotiate as we’ve been doing in the past. For those of us in Maryland, we want to reopen the government so that the 130,000 federal employees who live and work in Maryland can go back to work to do their jobs.

“We want to reopen government so that we reopen small business. We’re worried about all of the small businesses throughout the state, especially those near our federal facilities that are now stressed and stretched because they don’t have customers.

“We want to reopen government because we are the home to 20 major federal agencies headquartered in Maryland, serving not only Maryland but serving the nation and the world. We are the home to the headquarters for Social Security. We are the home to the headquarters for Medicare. We’re the home for the headquarters for NSA. We’re the headquarters for the Food and Drug Administration. Together with Virginia, we have Wallops Island Flight Facility. In Western Maryland, we have a federal prison. We want to reopen government so it serves the nation. This isn’t just about federal employees. This is also about local business. And it’s also impacting the world.

“Let me just talk about two agencies in Maryland. Let’s talk about the FDA. It’s headquartered in Maryland in a community called White Oak. More than 8,500 employees work there. It is a comeback neighborhood because of the presence of FDA, which works hand-in-hand with the NIH to bring drugs, biotech products, and medical devices to the market for patients in need. But it also stands sentry on counterfeit drugs. This is how it’s serving the nation and serving the world.

“The FDA has furloughed 45 percent of its employees because of the shutdown. That means we don’t have people on the job monitoring counterfeit drug imports coming from China. Forty percent of all the drugs sold in the United States are manufactured overseas. Right now we’ve had to cancel inspections in China. We’ve had to cancel inspections in India. Why is that so important? Just a few years ago, faulty products and blood thinners coming in from China sickened 800 people, killing 81. Drug inspectors want to be on the job ensuring the safety of the supply chain so that when you take a drug, you know that drug is safe and you won’t die. Senate Democrats want to open up FDA so it can continue serving the nation and serving the world.

“And then over there in Woodlawn is the Social Security Administration. Though it’s headquartered in Maryland, they are serving the nation. At the Social Security Administration, 10,000 employees have been furloughed nationwide. Furloughs mean the people who process disability checks, process eligibility for Social Security, and go after waste and fraud aren’t on the job.

“And Social Security is not only in Woodlawn, Maryland, it’s in every community across the United States where there’s a Social Security field office. We are saying — open up the Social Security Administration. We want to keep the lights burning so that the people who have earned benefits can apply and get the right answers to their questions. Open up Social Security so employees who go after fraud in the Social Security program are standing sentry to make sure only those who are qualified get it. That is what the Social Security Administration does.

“And right down the street from the Social Security Administration is the Baltimore FBI field office. I am so proud of them for what they do every day to keep us safe. But I was particularly proud of them when they were part of a major raid in which they joined with the U.S. Marshals Service and rescued 105 sexually exploited kids across the U.S. in a three day effort in which the Baltimore field office took part.

“Well guess what. Those FBI agents are working today, but they’re being paid in I.O.U.’s. And the budget at FBI is so tight that agents’ gas use is limited to 200 miles per week. They can’t buy their own gas to fill the tanks of their government cars, and they can’t use their personal vehicles when on investigations. When they run out of gas, they run out of the ability to interview witnesses in person.

“Let’s get gas in their tank, let’s get gas back in our government, let’s get the gas out of the Senate, and let’s get America rolling. We want to reopen government and get America going.”

    Okay, Senator, could you call Harry Reid and get him to bring the bill to a vote in the Senate? It’s just a simple bill. Fund the FDA. Doesn’t have to be anything more than that. Get it to a vote. Today. It’s up to you, Senator, and to Senator Reid. You have a majority in the Senate so I’m sure it can get passed first thing this morning and you all can get time before the TV cameras before you go to one of your dining rooms for a subsidized lunch with one of your campaign contributors.

    Harry Reid has a pile of resolutions that if voted on by the Senate will begin to open up the government. Harry Reid is keeping the government closed. Obama is not leading the country. We have a two party system and he should be a leader in bringing these parties together for compromise. Harry Reid still has not brought the death benefits resolution to floor for a vote to help those families of soldiers who made the ultimate sacrifice for our country…Thank you to the Fisher House for coming to the aid of these American families that recently lost their loved ones. Harry Reid is keeping the government on shut down. The administration is determined to make it as painful for American citizens as possible while keeping their golf courses and other perks available for their use. And why was the mall opened for a demonstration of illegals when the Vets and other Americans are barred from open memorials. How much did it cost the American people to have the government put up barriers for these open air memorials? the list of unbelievable actions by the administration goes on and on!

            I am saying that the House more closely represents the citizenry than the Senate. Partly because they stand for re-election every 2 years and partly because the number of people they represent is more uniform from district to district and proportional to census. That’s why Maryland has 1 Republican congressman. The majority of Americans are opposed to Obamacare and that is reflected in every poll that is taken including the polls by typically liberal organizations. The people also want the spending cut back and the deficit reduced. Neither of these views are shared by Lib/Dems or the president. Most news channels bend over backwards to support the president.

Polls show 70% of the people are against a shutdown and the GOP has the lowest approval rating ever.             Judy, Not all house districts are created equal. This is particularly true for the representative from Wyoming who only represents 500K people where as the at-large representative from Montana represents 1 million. In Maryland it is one per 700K.

      The solution is even simpler than that… all the Republicans have to do is toss this back to Obama and say Ok, if one is in, we’re all in. If Obamacare is so great lets all jump in. No exceptions, no delays, no exclusions. That includes all of Congress, his Highness, Michelle and the girls. If it’s good enough for the peasants it’s good enough for the DC elite. Do it. Do it now. If not, explain to the American people why you won’t join or force your rich donors, their companies and the unions to join. Oh, and Babs, if you want to get the gas out of the Senate, just stay home under your bridge.

            I am not the one who made the claim. I searched the internet for Nevada exempt ACA and found nothing from a credible source. This was the first result!!!

            Please explain how this is unconstitutional when all three branches of government were consulted and ruled according to the constitution. This Obamacare act that everyone is up in arms about was voted into law by BOTH houses in Congress. That means that the majority of those who voted, passed the law. Saying that Obama signed it at some late night behind closed doors makes it seem as though it was a big secret, when we all know this was all quite public. And finally the Supreme Court, which is quite conservative, upheld the act as constitutional. So please tell where exactly is it unconstitutional when all three branches of OUR government have exercised their checks and balances?

            Not all members of the Tea Party are racists, This rally did however contain a significant chunk of racists who are all in the TEA Party.

            There is no need to defend the actions of anyone in DC, most of all anyone there protesting the current actions of our government.

            You don’t really know how many people participated in the rally, and you don’t know how many people were or were not racists. Your comment that a significant chunk of the rally participates were racists is just more hyperbole coming from you. You also don’t know how many participants in the rally were Tea Party members. All you really know is what you get from the media, and you must spend all day at home listening and watching. As often as you are on the Dagger, one might assume that you are housebound, or retired with no hobbies or friends to occupy your time. Your instance on calling people names and labeling them for their thoughts or principles would explain why you don’t have many friends.

The rally was supposed to be for vets but it seems like the people at the Value Voter Summitt came on down, I am sure a significant portion of them are TEA party members. The crowd of folks who can best be labeled as birthers and seem to claim to be TEA oarty members are not racists right????? I think you need to understand.             Blacks sold their own people into slavery. Hundreds of thousands of white people died in the civil war so that blacks could live in the United States as a free people. Yet you claim at every turn that white people are racist.

            The war on poverty has been going on since 1965 and even taking upwards of 40% of what working people make – and you claim we still don’t give you enough to help you and your people in your struggle.

            You have a black president, black mayors, governors, police, fire fighters and on and on……… yet we are against the advancement of black people with Obama getting 53% of the vote and blacks making up only 18% of the population.

            Maybe the fact that 70% of black children are born into fatherless homes may be more of a reason for your failures than mine. Blacks have done more damage to themselves as a people than any group of whites ever could.

            On average 7,000 blacks are killed every year and 95% of them are killed by blacks and where is the outrage in the black community. One idiot waves a confederate flag at a rally and all tea party members are racist.

            Not ALL white people are racist, not ALL republicans are racist, not ALL tea Partiers are racist. however some are. It was on display in the photos I saw of the event and the hate some of the people spewed forth. Not all of the 1000 or so paricipants are racist but a good chunk was.

I used to think you were somehow a lonely person who just needed this forum as an outlet. Now, I’m not so sure.     Today marks the end of the 2nd week of the partial shutdown. And we are still thriving and surviving. The Lib/Dems said it was going to be terrible. They are wrong again. The Dems and POTUS are throwing their tantrums and most of the media are cheering them on.

    NPR, for example, have to support them all since NPR couldn’t make it on their own without infusions of hard cash from the left and the government. Oh, by the way, Because, the “smart black man” you repeatedly reference is not Mr. Obama but people like Ben Carson and Juan Williams who see these guys for what they are. That would be the same Juan Williams who the two white liberal chicks from NPR rode out of town on a rail because he dared to tell the truth once in awhile.

        Don’t be so sure Paul. I had voted as a Democrat prior to this last mess. While I don’t believe in shutting down government for petty political purposes, I also don’t believe one should lay aside their principles and leadership responsibilities for political gain. The longer this goes on with the President publicly pandering for political gain, rather than negotiating for the good of the country, the less he will be respected along with his party.

        My days of always voting for a Democrat are over.

            Tell me Paul, exactly what has the President given up that was important to him so that he could meet the other party in the middle? Remember, the first two years he didn’t have to give up anything since the Dems controlled the house. I keep hearing that the President has negotiated and reached a compromise, but when you ask what he gave up, all you hear is that he gave up increased taxes.

            Exactly what did the President meet in the middle on? His staff suggested the sequester to reach compromise on the last debt ceiling raise. When Boehner and Reid accepted that idea and it came to pass, the President and his political bobbing heads started screaming about how bad it would be if it were implemented and immediately went to the blame game against the republicans. This man knows no shame, and Harry Reid is even worse.

            You make my point. All Obama gave up was increased taxes to support his total increased spending requests. The result was a CR that was more spending than before, but less than he requested, not less than he wanted. When your child requests an increase in their allowance of $10, and you give them $5, it’s not really a compromise if the child’s goal was only a $4 dollar increase.

            CLEAN CR 986 Billion

            There is already a major compromise. Obama got burned last time he “negotiated with the house republicans at the begining of the year. Their problem is they do not know what they really want!

While I don’t know if that is actually true, as you don’t know if Obama really got burned, what we really do know is that Obama has moved the goal posts with regard to Obama care.         Actually I do believe it needs to be raised temporarily – about 6 months – and not by the amount that the Democrats and POTUS want. With the proviso that when 6 months are up there will be no more increases. None. And the message to all of these jerks is “Don’t ask for another increase. It’s not going to happen. Get the fiscal house in order or leave town.” And when I say “all of these jerks” they aren’t all Lib/Dems but many of the are.

            A serious question deserves a serious answer. I doubt that too many folks would like my approach, but never fear I have no intention of becoming any kind of “civil servant” or “elected official”. The first and most important step in eliminating the deficit is to talk and think honestly. Don’t call a reduction in increase a reduction and so forth. Now what is the deliented mission of the federal government? That question is actually quite easy to answer. The Constitution outlines the powers and authorities. If it ain’t in the Constitution stop funding and doing it! Now of course that presumes that it someone else’s ox that’s being gored. If you work for EPA, HHS, NLRB,ETC, ETC you have to disagree. The federal government is too large, too slow and too expensive. Once you pare down to only performing your assigned mission you can take a 10, 20 30% cut in costs quite easily.

            I read it. It didn’t prove anything. In fact it says that the figures vary widely and the supposition is that it cost money because all of the workers who didn’t work got paid anyway. If the workers who don’t work are not paid, a shutdown would save big bucks.

            It says that the OMB “estimates” that the shutdown cost $1.4 billion. That number includes the cost of paying all of those employees who did not work but got paid anyway. Read the whole paragraph.

NASA does not turn a profit, National Parks do not turn a profit, OSHA does not turn a profit.
