Harford Election 2010: Political Round-Up

The July 4th Independence Day holiday marks the official start of the election season in Maryland. The parades, cookouts, and horseshoe toss competitions offer the perfect opportunity for candidates to float their names to a massive audience and, conveniently, according to State Board of Elections, the first day an individual may file a Certificate of Candidacy is July 6, 2009.

Although the September 14, 2010 Primary Election is longer than 14 months away and the deadline for candidates to file is not until July 5, 2010, many races already appear to be heavily contested.

To chronicle the political races as they develop, The Dagger has put together a 2010 Harford County Political Races chart – a series of tables for each race in the 2010 Harford County Primary Election along with the names of the candidates who have, will, may, or are speculated to be running for office.

Please note that speculation is based on consistent chatter from sources outside The Dagger and is provided merely to promote discussion and thought. It is not intended to be an impetus, challenge, endorsement, or promise that a candidate will run for office.

To keep the chart relevant and up to date, please chime in with your thoughts on any of the races, suggest the addition or removal of candidates from any race, and send us any political chatter you may have heard.

    As a first update, we received word that Jim Rutledge announced he had a family situation that has prompted him to suspend his campaign. From his website:

    There was quite a contingent of “Sheets for Sheriff” supporteers on hand at the pancake breakfast and at other venues on the 4th. They made quite an impressive presence and seem to be quite organized.

    I heard a rumor that Meckley was having a fundraiser sometime in the next few months, but one thing I’ve learned is that rumors floating around the Sheriff’s Office are just that…rumors and I generally stay out of the rumor mill.

    I will say this, if I had my pick of Lt’s in the Sheriff’s Office to work for, Meckley would be at the top of the list. If he really is running then it’ll make things even more interesting in this race.

    Wow – just Wow – all you have to do is read the postings on this site to know that people are really, REALLY upset.

    Let’s all remember who hires our government officials — we do, with our votes. With the kind of emotion being expressed in the comments on this site, anything less than 100% voter turn out will prove that people love to complain but not use the rights so hard won by our founding fathers.

    It’s time to clean house – wipe the slate clean, but in doing so make certain that all challengers for the offices being elected fully understand that anything remotely resembling business as usual in the government realm will be handled as an enormous affront. Once affronted, the voters must then make certain there will be no second term. Regardless of political affiliation, no second term. Lets put an end to career politicians and get people in office who actually care about their constituents, even if it makes them unpopular with other government officials. Lets make them care by reminding them who really hires, who really fires, and who really pays their salary.

    I didn’t think it was that long ago in The Aegis where Harry Hopkins said he would be retiring upon the completion of his current term. It was a very nice article that I really enjoyed reading about the man.

    I also remember reading somewhere that Del. McDonough was very interested in running for Baltimore County Executive (I know that’s not included since this only covers Harford County) although there is no chance of him winning.

    PG County Exec Jack Johnson is a speculative candidate for Governor as well as former PG State Delegate George Owings, III (both Dems).

    What’s the scoop on Hanley? From what I can see, he’s the dissenting (and not well liked) voice of fiscal responsibility on the Bel Board of Town Commissioners.
    Voted no on the budget, new town hall, large raises in pay for town employees.
    As a resident of town, I’ve written to the commissioners on various issues and Hanley has been my only respondent.

    Terry is as much-if not more-of a politician as any other office holder written about on this site. He’s a used car salesman, only he’s selling “fiscal responsibility.”
    Think back to the County vote on the budget. Guthrie votes as the “lone dissenter,” blah, blah, blah. He knows the votes are there, so, he comes out looking like a champion of the people.
    Ditto Hanley. As the “lone dissenter” on the Town Council, he looks like a caped crusader. He doesn’t have to fight for real change, or to try and build a consensus around his philosophy, he just votes “no” when everybody else votes “yes.”
    That’s not done out of some grand crusade, that’s political expediency.
    The words “a mile wide and an inch deep” come to mind…

    True, true, Dell. Geez, I’m so disillusioned anymore. I’ve been holding my nose to vote in almost every election since the 70′s. They all seem the same anymore. No matter what they say, it’s always the same old, same old once they are elected. I really think the system itself is the corrupting influence. It would be so refreshing to vote for someone I trusted to represent me (and who would be worthy of that trust).

That’s why he makes his weekly appearance on the Ed Norris Show trying to be cutesy but just coming off as a pretentious ass. I live in Bel Air and I would never vote for him no matter what he is running for. Too bad Eddie Hopkins isn’t in the running for anything. Now there’s a well-rounded, well-spoken, intelligent, completely tuned in to the public’s needs class act unlike the buffoon Hanley.

    I don’t live around Bel Air, thus do not know of Mr. Hanley’s record. I do have experience with him through the Tea Party movement and he has worked to provide concrete support for the Tea Party folks here in Harford County. I have heard him at several meetings in the last couple of months and he has seemed honest and sincere when speaking about smaller, more responsible government.

    As a resident of town, I’m a bit upset that the tax credit cap is still at 10%, tax rate still at $.50 with no talk of lowering either one while town employees received raises and department heads are making close to or over 100K. Oh – and they “need” a new town hall. Hanley seems to be only dissenting voice on the town board. But, like Dell said, it’s easy to dissent when you know it will happen anyway. CYA either way! Hopkins is already at the trough as Chief of Staff MEMA.

    I am getting so sick and tired of private industry and government agencies saying they have to pay employees higher salaries to prevent them from looking elsewhere. Bullcrap. These people have it made BEFORE the bonuses and pay hikes. Why would they go anywhere else when they are collecting six figures not to mention all the benefits? They are sitting fat and happy and getting pay hikes and cost of living raises regardless of the state of the economy. They’ll be in these positions until they retire, they’d be fools to look elsewhere. Bel Air is a tiny town in a tiny county in a tiny state and these people are acting like they work for the Feds. They seem to forget that anyone can be replaced. There are plenty of competent people out there looking for employment who would gladly work in these positions for a fraction of what these blowhards are making. The town needs to get rid of all these people and adjust the pay scale for the positions in accordance with what other municipalities of this size are making. Then maybe they can start working on the traffic situation and perhaps throw a few dollars to the police who truly deserve it.

    I’d love to call the Government’s Bluff and implement a 10% reduction on all Government salaries and benefits . I think it is safe to say that you wouldn’t see many of them leave the good thing they’ve created for themselves. By the way – I take responsibility for letting it happen up until now.

    Also – in terms of these furlough days or unpaid days. This is simply nonsense – the Government workforce should simply be expected to work their normal hours and be paid less. Isn’t this the case with the GM workers that had their union contracts renegotiated.

    Blue and Braveheart – You are right on. I, too, get sick when I hear or read that crap about non-competitive government salaries. If things are so bad, why don’t they leave and go to the private sector? I don’t know, they may have a point on salary, but the benefits of a guaranteed pension (or 2 or 3) after just a few years with paid healthcare for life is way more than any private sector job would offer them. Not to mention the perks of just being a local bigshot. Oh, and the “public servant” phrase about gives me apoplexy!!

    On “Dells” comment July 9 8:24pm, remember I vote after the President and there are 5 Council members who vote after I do and I have no idea how they are going to vote. If I voted last , you might have an argument. I have seen Council members “2nd “bills and I have seen Council members vote “for” amendments, than vote “against” the bills. You have no idea what they are going to do. I have had Council members tell me in Chambers that they are going to vote “for” a bill, than on the dias vote “against” the bill and do the same in reverse. You have no idea how they are going to vote, until they vote.

    He states the he feels Commissioner Hopkins should run for higher office and not Buffoon Hanley and then also post that he is sick and tired of bureaucrats complaining abut there level of compensation compared to the private sector ,boy better do his homework.
    Commissioner Hopkins has voted in favor of the new Five Million Dollar palace (Town hall) and the budget that included a 2% Cost of living increase AKA pay raise and covered the increased cost health care at no expense to the employees then is quoted in July 10th Aegis that he realizes that the economy is tough and that he would not be upset that the department heads made over 100K and is concerned about the possibility of losing them to the private sector.
    That is the most ridiculous statements I have ever heard but then again he works for the Public sector.
    So blue you really should know what you are talking about before you make anymore-idiotic comments.
    Hanley is the only one who looks out for the residents of the Town and it takes courage to vote the right way and not with the bureaucrats.

    While I may tend to believe this is the case where the bill has to do with widening a roadway, or cutting down a few trees, I find it hard to believe that on issues as big as the FY operating budget there is not a concensus in Chambers about the outcome prior to the vote.
    Likewise in the Town chamber. After the retreats and work sessions, the Commissioners know who stands where on the budget issues.
    So, Hanley gets his “voice of the people” moment.

    You are more than welcome to pay extra taxes as a donation to the county, your municipality, the State of MD and the U.S. Treasury, if it is what you want to do with your money.

    The Federal government and the State of MD already spend a great deal of taxpayer money for Medicaid, Medicare and a whole host of other Federal and State programs, not to mention the private sector charities that help the needy. I think we can all agree that there is massive fraud in Medicaid and Medicare that is left unchecked and adds to their costs every year. The answer to our social problems is not more government it is less government that is more efficient at doing fewer things.

    Mr. Hanley is a business man in Bel Air, and has put the needs of his Bel Air residents first when planning for the city expenses. He has been reachable and realistic in working for the citizens. I have worked with him to arrange the TEA parties in Bel Air and have found him to be straight forward and positive in his words and deeds. He lives and works in Harford county, and as a business man, he knows the budget process from both sides and expects value for what he pays. I like the fact that he pitches in to help when needed and backed off when he was able. I like the fact that he is unafraid to vote no or yes if that is what he believes and I am grateful that he shows respect for his family by being there for them. So, let’s see, he is honest, trustworthy, loyal, frugal and able bodied, employed and smart. and a family man…sounds like a winner to me.

    Maybe the idea behind hosting more parties at Rockfield was to increase visitors to Harford County. If people coming out of towns for weddings or something, they would stay at hotels and/or eat at area restaurants. Maybe walk around Main Street and spend some money. How much does Rockfield get from hosting events?

    House 34A has an independent declaration filed by Rovall Washington whose listed address is Cider Press Loop in Joppa.
    According to idealhope.org:
    “My name is Rovall Washington and I want to be your next State Delegate. I was raised in Southern Maryland on a horse farm in Upper Marlboro. My father taught me to be able to earn a living with my hands learning trades that can care for my family in tough times. I was also taught that God is watching everything you do. You must pay for your actions. Because of that, I feel that the acceptance of responsibility is the true mark of a man. And if you believe my theory, I am the man for you.”

    It also says that he wants to set term limits on elected officals, clean up neighborhoods, and increase “specialty” schools in our district.

    His voting record and I believe the largest percentages of the vote in this past election shows he is in touch with the voting public and besides who else in Harford County is a radio talk show host.

    There were a half dozen citizens at the intersection of 22 and Main with signs against Congressman Kratovil for voting for bills he didn’t read and for attacking Health Care. One sign read “Leave My Healthcare Alone” and another implied that Kratovil would be kicked out of office. There was heavy foot and vehicle traffic.

    When will the incessant nightmare known as McDonough and Impallaria go away? It seems like it just never ends. Added to the mix is Steve Wright, who McDonough referenced in his letter to the Aegis today. Folks in Aberdeen and at the courthouse are certainly familiar with Steve Wright so there is no need to expound on that prize to humanity.

    Is Harford County politics really so bad that we have these hate-mongering publicity hounds hanging around and festering like a bad stench in a fraternity house?

    Things are lining up in a very strange way. You have McDonough, Impallaria, Susan McComas, Steve Wright , Glen Glass, and now Jason Gallion and Dave Tritt on one side.

    On the other you have Dave Craig, Donna Stifler, JB Jennings, Wayne Norman, Mike Geppi, Billy Boniface, Terry Hanley, Jim Berndt, Kathy Szeliga, Steve Kline, and Marilyn Booker. I am sure there are others as well. Hanley is running for Council District C, by the way. He will defeat Jim MacMahan.

    I really hope that Gallion and Tritt get away from those wackos.

    It is also interesting that Impallaria took some major shots at John Gessner in today’s Aegis. Gessner and his law firm are one of the key political fundraisers in Harford Co. Watch to see where the money goes. You can bet it will not be on the side of the list with Impy and the others.

    Impy, McDonough, and McComas could very well co-author a book entitled ” How to Win Enemines and Influence Your Own Defeat.”

    Look at the bright side: there is a good chance that all of the incumbents will be defeated. Then we can finally get a breath of fresh air. But that is probably wishful thinking.

    Actually, I thought ‘unfatithful’ comments well put. I did not smell any toilet water, though I do disagree with the Fraternity comment. Any upstanding Greek man will go toe to toe with any independent who has never smelled the wistful smell of a Sunday morning filled with the beautiful smell of spilled beer and lustful tri-delts.

    I might be presumptious, but I think what our delegation is lacking is some real experience– business experience. Making payroll, cutting overhead, talking plain speak directly to folks. Problem is that those who would be most qualified are not going to make the time to take on such a thankless position when you have to deal with the likes of the flacid group that is in there now that is supposed to represent the business community, or the very least people who believe in conservative ideals…. not making hay over non issue parade signs (not a constitutional issue, just shut up and follow the rules). When you see folks like Gessner weigh in, I think it speaks volumes about the duo that is an embarassment to every good republican in Harford County

    To Redharford: I don’t say much on the blogs but I feel your recent post deserves a response from me. I have run my own business, a law office, for the past twenty or so years. Just because I am a lawyer doesn’t mean I had a silver spoon. I worked through law school changing tires for the family business, Tire Village in Bel Air. Now, as an attorney I have ten employees to pay every Friday whether I get paid or not. Many of the Delegates that I have met in Annapolis have cushy government jobs and have never had to pay rent/mortgages, secretaries, phone bills, etc. Heck, they don’t even have to buy stamps. This economy is a challenge to all of us, and I am as opposed to higher taxes and government interference in the free market system as anyone. Please don’t lump all of us in Annapolis together. We aren’t all cut from the same cloth……The only way I can serve as a Delegate is because I have a great family and a great staff in my business. Its tough being away from home for 3 months during session.

    Well I live in the 7th but if I lived in 34A I would not be voting for Mr. Glass since I realized he is the idiot who kept stealing a space from honest commuters at the Park and ride to park his giant bill board. On 4 occasions I was unable to carpool because this guy has been abusing the Park and Ride for a vehicle that until recently he had not been moving! A person however that I attempted to carpool with does live in 34 A and commented she will not be voting for him in the primary.

    Register of wills collects money from the recently deceased’s heirs. Just another tax man. Every cashier in the state does the same thing, on a 6% basis instead of 1% though. Education is almost irrelavant.

    Almost right. The tax collection is from the deceased’s estate, prior to distribution. As far as education, I would rather have someone with law, accounting, estate knowledge with the mind set that the estate should go to the heirs, rather than big brother. I don’t think we need an economist, teacher, etc.

    Wagner should be a good candidate. Heard he is generally his own person and not like the other politicians in Harford. Used to be a county council member and certainly better than what is up there now. Wright was and may be still connected to past Mayor Simmons in Aberdeen. Two radical troublesome guys that also had ownership of an airpark in Aldino. Both Sheriff Bane and Del Riley are best candidates for reelection as they swim uphill trying to do a good job in spite of the cheap politicians and their backers that thrive in Harford.

    Lastweek,as I was driving through Aberdeen, I noticed the illegal campaign signs put up by Glen Glass in the medium strip. A clear violation of State/county law. These signs crop up on weekends with the knowledge that no State/county agency works on the weekend and can’t enforce the law.
    Last week’s signs had an appropiate addition to them. A bumber sticker saying LAWBREAKER not LAWMAKER

        Yes it is. Glass is flaunting the laws by sticking his signs out on State, County and municipal property every week end. I also noticed that Helton put his “tastefully decorated” truck on route 22, right at the verge of state and private property. Of course he was in Aberdeen so no one will dare cite him or have him towed.

      While Glenn Glass is defintely a law breaker (placing illegal signs in state and county rights of way), and is (in my humble, yet knowledgable opinion) a total idiot, he is definitely NOT your “competitor”. You see….he’s a republican, and you are a democrat. In order for Glenn to be your “competitor”, both of you would have to survive your respective primary races.       I understand your point on “competition” due to the differences in party affiliation. However, I am a long-term thinker and planner and I intend on making it past the primary election, and thus, I consider him my competitor especially in light of the fact that he survived the last primary.

      I am working very hard to convey to my constituents my platform issues regarding consumer advocacy, small businesses, public safety and women and families. I ask that you and all those who read this to support my candidacy.

      Additionally, my motto to Educate, Advocate and Lead is true to its meaning. I have heard repeatedly that Harford County is the only county without a hotel tax, but according to the Maryland Association of Counties that is not accurate. Joining Harford County is Caroline County and that can be corroborated by reviewing the Maryland Association of Counties website, http://www.mdcounties.org, Publications, Budget and Tax Rates, Section 8.3 of the FY 2010 Budget and Tax Rate Survey to confirm what I have informed you. And yes, Caroline County does have hotels.

      Again, I do hope to have your support and vote.

        Marla, First of all, you don’t, and never will have MY support. I support our current Delegates James and Riley. They are doing the right things in a tough economy, AND they have the experience needed to get us through the current global economic situation. Furthermore, regarding Caroline County, they DO have the ENABLING legislation needed to enact the “hotel” tax (more accurately called “Room” tax), but they may CHOOSE not to levy the same (but thanks for informing me that the actually do have hotels “out yonder”)! That being said, Glenn Glass DID win his party’s primary 4 years ago, but it “ain’t gonna” happen this time. The republican primary victors in district 34 A will be 2 infinitely better candidates….Randy Craig and Patrick McGrady .

    I have to agree about the signs. Harford County is already litter-bound and we don’t need a proliferation of campaign signs, illegal or not. Sen Harris has some of his lousy signs up all year round and he still whined in court to keep them up longer. So what has he done for his constituents? I would like to see the end to all political campaign contributions which normally tend to induce the candidate to cater to special interests over the general population. Instead, let the candidates get out there with everyone else and meet the people in shopping malls, at special events, on the streets and at area community meetings. Do something useful or nice to get attention. Find a good cause and stick with it – that’s how people get to know you. I know that may put some lawyers and a slew of lobbyists out of work but so be it.

      Glass not only places his signs illegally, they are illegal signs to begin with. Take a close look at them. The State Board of Elections requires that ALL campaign material, and yes, that includes signs, are required to have the candidate’s Treasurer’s authority line on them. Glass’ signs, and probably none of his other campaign material, is lacking this information.
