From the Harford County Sheriff’s Office:
[August 20, 2013, Bel Air, MD] — The Harford County Sheriff’s Office has identified the deputy involved in Saturday’s fatal shooting as Deputy David Feeney, 43, a 2-year member of the Harford County Sheriff’s Office.
Deputy Feeney began his career with the Sheriff’s Office in January 2011 as a corrections officer. He transferred to law enforcement in June of 2012 and is currently assigned as a patrol deputy out of the Northern Precinct. Per agency protocol Deputy Feeney is on administrative leave.
Sheriff’s detectives advised they are continuing their investigation into the police involved shooting, which took place shortly after 10:30pm on Saturday August 17, 2013, noting they still have additional witnesses to interview and store security camera footage obtained from local area businesses, to review. Police have previously identified the suspect as Seth Jacob Beckman, 19, of 1002 Peppard Drive, Bel Air.
Detectives are asking that anyone in the area of Rt. 24 and Red Pump Road in Bel Air that evening who may have witnessed the above incident or has any information to call Detective Joseph Peters at 410-836-5014.

You do not try less-lethal means when the person is on a rampage and you do not have any back-up. Beanbags, tazer, etc, are only used when you have another officer covering you with their firearm in case the less-lethal weapon does not cause compliance.

Deputy Feeney, thank you for your service to the citizens of Harford County. I have every faith that you did what you felt was necessary – and what you were trained to do. This was not a simple case of drunk and disorderly; I am certain that what will come to light will exonerate you completely.
19 year old men who show sudden (destructive, anti-social) behavioral changes – and start using drugs – this is classic in the onset of schizophrenia. This is the age when it is common to appear, and most self-medicate with drugs and alcohol. I have read on this site and others that he was becoming increasingly difficult to deal with.
While you all are second guessing the actions of Officer Feeney, please remember Sandy Hook, Gabby Gifford, Aurora. Is a massacre required before someone acts?

My prayers go out to deputy feeney, his family and the family of the criminal. I know David and I won’t disclose how but he is a wonderful person and I believe by making the decision to use his service weapon was a result of necessary force under those circumstances. We don’t all know what exactly was going on in those two or less seconds that he had to make his decision. I am sorry for the suspects’ family, losing a loved one is nothing I wish on anybody. But believe me on this: David is one of the nicest people you could ever possibly meet and he did not go into his shift with the feeling that he would take another persons life. I have to say this having been a Police Officer for 29 yrs. I see a lot of second guessing going on and the officer also being called a “murderer”. For those of you who have never filled law enforcement shoes or walked 2 steps in them, you need a valued lesson. The facts will come out in this and law will prevail. But put this into your mind for a moment if you will…
A Police Officer sees hate in ways that you can only take a guess at. The true harm that people do to other people, from the punches to the shootings. They see mangled wreckage of a car with the tangle of dead bodies or those crying for help. The infant child that has stopped breathing and the officer has tears as he tries to bring that life in his arms back. Been there done that. In 29 yrs., I can tell you when each of the 9 children died in my arms…date and time and on those dates I remember them.
Police are the people you love to hate. You hate us when we stop you and give you a ticket for driving like a jerk or that we didn’t get there fast enough, but its funny how you love us when we come running through the door and save your mother,father, wife,husband with CPR. Or that we caught that guy coming out your window or the one that just molested your child. There are bad everywhere and in every profession without a doubt. Don’t sit there behind your keyboard and judge. You were not there. Less lethal is not always an option. Oh I’m sorry that 19 yr old is not a child either. I’m sorry a life was taken and God bless the family. This officer has to live with this also and will go over it in his dreams. This day will be a sad day for him for the rest of his life. I don’t really think everyone is judging “the police” but everyone knows or has come across at least once a cop that is in it for the wrong reasons, shouldn’t be an officer in the first place and might just be the last person who ought have a gun and overcharged sense of authority. I wish there was less a us against them mentality…surely the unquestioning support of every cop out there in this situation is no less disturbing than anyone else who might assume the opposite. Surely the idea that an unarmed person holed up in a snow cone stand ends up dead might suggest maybe, just maybe this might have been handled differently and acknowledge that as an adult, a citizen, even a cop. There are many tools at the disposal of the police but when the only one you think of is a hammer everything starts looking like a nail.

Yes I am a police officer and yes I’ve been in this type of situation numerous times and I never once thought of using my handgun to subdue someone who is just physically fighting me without any type of weapon. Unless something comes out and shows that this teenager was using deadly force against the officer with a weapon or was using his hands in a deadly manner (fists can be articulated as deadly force if he had the officer down and was punching him to the point that the officer feared going unconcious or would sustain severe bodily harm…choking, etc…) or that the teenager attempted to grab the officers weapon, taser, baton, or spray to use it against the officer, then the use of deadly force was not justified. This story at face value says that the officer just over reacted to the fight and settled it with deadly force. I hope they can show that he was justified in the shooting but right now it doesn’t look good unless one of those justifiable factors comes to play. Just my thoughts.

Again.. if we went after those who gave-convinced Seth to take whatever he was on then we are on to something meanigful and productive. Most may not know that Seth is the 4th young person to die of a drug related instance within the blocks of where Seth lived. 3 other young people have died due to drug overdoses in Brentwood Park over the past 3-4 years. If we work to resolve this problem then parents may not need to go to their kids’ funerals and we would have little need to chastise a police officer who was in a situation requiring a split second decision….and if you were familiar with area that officer was in a poorly lit area, alone ….what would you do…really?

My own experience with the Harford County Sheriffs office is that this is not an isolated incident and if they are not investigated as a whole meaning the the Harford county Sheriffs office this will happen again the reason I say this is when my son was out with his friends in 2010 he was with two other teens one was female my son was sixteen at the time a call was made to the sheriffs office in broad daylight that teens were near an abandoned gas station an officer from the Harford county sheriffs office came out and made all the teens including my son lay down face down with his gun drawn to all of them he let them go and they were just looking in the abandoned building through the boarded up windows this was in Bel Air all these teens are good kids who have never been in trouble get good grades in school never been involved with drugs and are in college currently my son is on the deans list what was the purpose here in drawing his gun what if this older sheriffs deputy had an itchy trigger finger and the gun went off shooting one of these teens what if this was your son our daughter I know this is not the same incident that happened with the young man but it does not change the fact that this sees to be the way incidents are handled with unarmed teens I called the sheriffs office to talk to the man in charge and he dismissed it and said his officer acted correctly and then went on to say that the building was a known spot where there was drug activity and I should look at my own son and his friends and make sure they are not involved in drugs I informed him that my son was not on drugs as a matter of fact does not believe in drinking even does not smoke has never been in trouble with the law and had good grades in high school and I felt he needed to talk to the officer that was called to this scene then he made a comment that the officer was older and maybe that is why he reacted that way with then it was that the call was said to be a burglary call and that is why the gun was drawn now again broad day light abandoned gas station and also in a very public place with plenty of activity everyone could have seen these kids. He just had excuses and I did not get the impression that he took this seriously nor cared. This is some food for thought and keep in mind I am not against officers of the law quite the opposite but I am all for protecting are young people maybe as a whole this sheriffs office needs to be looked into and additional training needs to be done or some changes made.

You are right, this is the second officer involved shooting that the HCSO has had in ten years, clearly a common occurrence. Firstly, i have to ask TSARS, could you PLEASE put some commas or periods in your post? your whole post is a run on sentence! and obviously i am no english teacher..i like using punctuations..but at least i know where to break my thoughts or sentences! Secondly, officers do not have ESP or other special powers to tell them whether these subjects (juveniles in your situation) are “angels” or not. Without getting to much into it, officers take every call seriously…especially in this day and age. In felony stops or felony crimes (such as burglary), it is acceptable protocol to have agency firearm at ready in scan position to possibly engage a threat! it doesnt matter what age the threat is, being police most likely dont know the extent of threat till contact! also, time of day does not matter….police get shot in the dark, in broad daylight, by adults, by juveniles, etc…we shouldn’t bash police training or tactics, but rather look at society as a whole! culture and moral responsibilty has drastically changed over the past 10-20 yrs!!

Deputy feeney was my principal at one point….I can say in all honesty from firsthand account that he is not a murderer. That being said, he had no right to hold a gun. Pompous, arrogant, and stubborn, Mr. Feeney has always been incredibly close minded and aggressive. In my opinion, his character and lack of judgement were the reason for this boy’s death, not self defense or necessity. While im glad he can “go home to hug his children,” one child can never be hugged again due to his irrational decision and lack of heart. Rest in peace, seth, my prayers lie with your family.

Seems like we have gone from do what the police tell you or get arrested to do what the police tell you or get killed! If you are trained the way you say, then you have been trained wrong, in my opinion. Use of lethal force is not appropriate unless the situation warrants it. This seems to be “whimsical” to me as these same officers could just go and gun you down for theft or property damage, if you don’t obey their orders or fight them during the arrest. I will just say what I have tried to explain to other people who have had arguments with me on this matter. When an officer pulls up to scene of a break-in they have their firearm drawn because they don’t know if the suspect is armed or not. Seth was IN the snowball stand which means the officer could not see him. So he is right to assume he is armed and dangerous. When Seth was ordered out, he charged at the officer. At that moment in time someone can clear a lot of ground while an officer holsters their firearm and draws a non-lethal force like a taser. So instead of risking his life and possibly others considering this ADULT (not child) had already beaten someone, the officer did what he was trained to do and his instincts and training kicked in. It is unfortunate that someone this young had to die but he was stupid enough to do this to himself.

I totally agree with. For the naysayers, 21 feet is the approximate area that can be covered by a person charging at someone else.
Try this exercise, have some one stand 21 feet from you. Yell at them to step out, and sprint towards you. As they run towards you, take your pants belt off before than can get to you. They will get you every time. If they are armed, or unarmed you will die. If they are a rugby, or football player, that can punish some one on the field, you will die. If they are hopped up on PCP or an equivalent substance, you will die.
I’m sure police choose their profession for various reasons; however, I can assure you that no one takes a job because they want to gamble with their own life, on the off chance that someone may, or may not be able to kill them. Put yourself in the Deputies boots. What would you do? From the sounds of it, most of you would be pushing up daisies.

Something to think about ….. I believe/understand all these agencies have a ride along/participation program that is open to the public to help the public (in general) see from “behind the badge.” BUT PLEASE KEEP IN MIND, “YOUR” safety may come 1st. Sign up! And if I understand correctly, these (all) agencies do accept and advertise openings for employment. May I pls. suggest signing up for the southern precinct (HCSO) or I95 (MTA/MSP) on a Thurs., Fri or Sat. ride along, hrs. of maybe … 1800->0600hrs so you “C” what the sworn have/expected to do and deal with. PS. When the officer exits the vehicle and LOCKS the patrol car doors it’s for YOUR safety, not theirs.

Headline: Cop kills unarmed teenager busting up a snowball stand. This cop had many choices available before pulling his gun out and shooting to kill. He is no hero, just a bad cop with a hair trigger. What should he have done? I wish we could recreate this incident and put you and a few others on here in his place so you can show everyone the correct way to handle this. Please give us you’re insight on this, you need to clear this up for all of us. Once you do then you should come up with a training plan to teach every cop out there how you would do this the right way. I am sure you would have been in fear for you’re life quicker then this Deputy was, then again you probably would not have even got out of the car in the first place. You do not know the whole story so why not wait for the final report instead of shooting off at the mouth about something you know nothing about.

If someone was breaking into your house would you want the Police to wait in their car for back up or come out and stop the person breaking into your house. This is not Baltimore City, back up is not always right around the block.

Tell you what Sam Adams, go to the Officer Down Memorial Page and subscribe to it. You will be amazed at how many emails you will get weekly on officers killed in the line of duty. Search the years past and see how many Police Officers have been killed by unarmed kids. These people were unarmed until the took the Officers firearm and killed him. What is becoming increasing scary is the “militarization” of police forces, i.e. armored cars, automatic weapons, and a military mindset. To Sam Adams and Disgusted, you guys want to point out that this drugged up maniac on a rampage had no weapon on his person and the snowball stand was empty but conveniently choose to ignore that he was wildly charging an officer in the middle of the night. People are making things more difficult than they need to by distorting the facts. Step 1: people call the police and we respond. Step 2: We attempt to assess the situation and determine the proper course of action. Step 3 in this particular case is the subject who has been described by those calling 911 as being on a rampage charges the first officer on scene and is rightfully shot. Too many people want to act like law enforcement experts because they have the boxed set of Magnum P.I. I’d like to make a deal with you two in respect to our careers: Don’t try to tell us about proper use of force when our life is on the line and we won’t try to tell you how long to leave the fries in the fryer.

Leave it to Me says that the responding officer was dealing with a known rampaging maniac who was all drugged up. He/She says that the reports to 911 indicated the suspect as being on a rampage . A description that you would assume 911 passed on to the responding officers. After arriving on the scene, the first officer, absent any backup which was only seconds away, decides to call out the drugged up rampaging maniac from the snowball stand, and then when the maniac complies, in the words of Leave it to me rightfully shoots the maniac dead. Is it so far fetched that reasonable people might think a better outcome was more probable had the officer waited until their backup, which was only seconds away, arrived?
I don’t care to take sides in this discussion one way or the other until all of the facts are available. But I will say to Leave it to me…. if this is the best you can do to defend the officer’s choices of assessing the situation that day and acting accordingly you should do everyone a favor and keep your thoughts to yourself.

Every day we are asked to handle calls alone, have you read the posts from pissed off citizens who love to remind us that “their taxes pay our salary”. I’ll leave the argument about how we are all consumers so really we all pay each other’s salaries for another day. It would not have been a good idea to go solo inside the snowball stand trying to come out with a bad guy in cuffs like in the movies but it would be standard procedure to attempt to establish a dialogue and establish verbal contact from the outside. I can’t even imagine how the public or my supervisor’s would view my work if I looked at Joe public and said, ” Don’t worry guys, I have the situation under control, I’m going to stand here and do nothing until someone else arrives”. Then when my supervisor or back up rolls up and they ask me what the situation is, my only response would be, “I have no idea, I’ve been waiting for you and haven’t even attempted to establish contact.”

Considering the officer’s unit you mentioned travelled in a group, I think the victim would still be alive since victim was unarmed. I think a simple taser shot to the chest would have taken care of the situation, especially in light of the fact that 911 tapes reveal that there was back-up rolling in from three different departments. I guess the easy decision is always to just kill him.

@Sam Adams Did you ever think of what would happen if the officer tried to wrestle the “kid”to the ground and failed? This “kid” was 19, and played rugby so the chances of him overpowering the officer and taking his gun was a very high possibility. Did you also think of what this “kid” may have done if he got a hold of the officer’s firearm? He could have killed someone and then everyone would have been asking why the officer didn’t shoot him before his firearm as taken away. I really want everyone to think about what goes through an officer’s mind day to day. They may not return home because they were out protecting your ungrateful asses.
