Harford Sanitation Services, the longtime local trash removal company that has been in transition since owner Sen. Bob Hooper died early last year, has sold its business to southeastern industrial sanitation specialist, Waste Industries of Maryland.
In a letter mailed recently, HSS thanked its customers and extolled the high quality of service that it expects will be provided by Waste Industries – a company which has operated in the Carolinas, Virginia, Georgia and Tennessee for longer than 37 years.
From the letter of explanation and farewell was mailed to HSS customers this week:
We would like to thank you for many years of patronage to Harford Sanitation Services, Inc. As many of you know, the Company has been in transition since the passing of J. Robert Hooper, President of Harford Sanitation Services in January 2008. After much thought and deliberation, we have decided to sell Harford Sanitation Services, Inc. to Waste Industries of Maryland, LLC effective immediately.
We extensively searched for a Company that had the same values and beliefs that Harford Sanitation Services has had serving the customers of Harford County, Maryland. We feel that Waste Industries has these qualities and will continue to give the highest level of service to the residents and businesses of Harford County and surrounding areas.

Another local Harford County company gone. No matter what you thought of Bobby It was a reasonable price for service and he took care of you.
Now we pay more than double. I received my bill, and had to pay $ 76.50 for 3 month only. Before I used to pay $ 75 for 6 month. This is what I call “american legalized greed”.
It’s now over $95. We are being taken advantage of!

Have heard some very bad things in regards to the Hooper family now that Bob has passed and have heard some even worse things in regards to Waste Industries. Maybe it is time to start looking for some other haulers to come into the county.
I would not be a bit surprised. Bobby started that company’ in his fathers back yard in 1953. picking up scrap metal soda bottles etc. in the beginning. contrary to the opposition. Bobby was a good man.

Just want you to know Peggy that I 100% agree with you. If it werent for Bob Hooper’s heart, life would have been hard for more than one person. It just shows you that his family only cares about the money and didnt care about the legacy that Bob and his father left. There was no concern for the employees or the employees families in this deal, it was all for the money. And so you know, it was Bob’s daughter and his wife who sold the business. Bob’s son BR wanted to keep running it, but instead, Waste Industries released him from his position. Times they are a changing, and I dont really feel this change is going to be for the good. Bob, God Bless You. You truly were a wonderful human being.

It appears, within the next three months, Harford Sanitation Services will move out of Bel Air and possibly to the former Crouse Construction site on Rt. 1 and Rt. 136.
I had some business dealings with Robert. We worked recycling together. Even as late as 2001 we would both drive trucks to Baltimore to deliver loads when my plant in Joppa was over loaded or down, him in a suite and tie.
The guy would never turn his back…and yes…him and JM were the backbone , the glue that kept that company going and local.
JM was a card, he used to come to the plant and B.S. reminisce about “the old days” truck driving and other things.
Now its just part of a large corporations chart of accounts.

I hold the highest regard for Bobby Hooper. He took good care of his customers and putting your heart into your business is not a bad thing. Bobby loves people and he has compassion. He serviced everyone well. Since the company sold I had an incident at my home where the workers broke my garbage can by throwing it. I called the office the next day and the girls in the office that thought they had me on hold was complaining about me calling in to report it and one of them was laughing about it. Trash cans are expensive. They should have covered the cost or at least had the owner return my call. Had Bobby still been there I promise you he would have dealt with it. This new company does not appear to care about its customers. I am working for a company whose owner also has other companies and alot of other properties including her own home and they are all contracted to HSS. I am hoping she will look at the new owners and realize that they will not service us as well as Bobby and it is time to make a change. When the price increases come, and they will, we will certainly take a look at it then. This is a real shame. I don’t know the particulars but I know this was sold against Bobby’s wishes. This company was his heart. Looks like the one that sold it did not have one or she or they would have considered their dad’s feelings and certainly would have considered Bobby’s. The whole family needs prayer. This kind of thing destroys families.

jm started the business with his brothers. bob bought out his two uncles to join jm in the business. this is documented in bob hooper’s own words in more than one newspaper and interview. many times i spoke with bob hooper himself, even heard from his own mouth the story of the company. be sure you have all of your facts straight before you call people liars. i suggest you do a little research in some of the local newspapers, etc where bob tells the story. the delta star would be a great place to check, as it detailed bob’s entire life in bob’s words.

On Saturdays Robert would be in the dispatch office handling many things. This would be a balance of senate , business and nurse-maiding his employees by listening to their problems and counseling them. He would accumulate the missed service calls and than jump in his pick up truck and collect the missed stops himself. That’s just not the level of pride in ones work seen these days.
I cannot think of a bad thing to say…a single bad experience…in the ten years I did business with them. That goes from the drivers to the clerks to the shop folks.

You know Peggy, I hope you are an adult because it is not coming across that way when we read these messages. You even sort of leaned towards the fact that you may be a Christian. If you are you need to show the love of Christ to people and not act this way. We love people and treat them with the heart of God and this ain;t it. I will pray that God will turn your heart around. All this stuff is so unimportant. Lets just let Bobby know how very much we appreciated him. He is a good man and I suspect their is trouble between you two. That is very unfortunate. He was very good to people and I especially and the company I work for admire him and he always treated us well. I think you may be talking about Bobby Hooper – Bob’s son – who ran the operations of Bob’s business. Please dont get me wrong, Bobby is a good person, but he is no Bob Hooper.

You are right i guess I am confused. Thank you for the clarity but in any event both men had their place in this community, a well respected place. We should honor both even though one is gone. Bobby was greatly hurt by the loss of his dad and I am sure it broke his heart to see the business go. I pray that God will bring healing where it is needed and that the family will turn to him for ALL of their answers and I have even thought that this thing may be a tool that is just adding more fuel to the fire. Peggy is obviously upset and I guess if I am to be honest I would be defensive too if I was in her place. God will heal it but people need to step back away from the family and allow him to do it. Maybe we have all said way too much. So publicly I ask God’s forgiveness for my part in it and I move forward from here and just pray God;s very best for the Hooper family. Who the Hell cares about who owned what when etc? This is not a genealogy forum……..This is about HSS and “the Hoopers”” ……I was a HSS customer in Essex, Forest Hill and lastly here in Kingsville. A total of over 35 years!!! I knew a lot of the drivers and workers on a first name basis. None of them were ever too busy or in too much of a hurry that they could not take time to pick up something that was dropped, honk if a car was blocking the drive, etc. As for Bobby Ray: HE WAS THE BEST OF THE BEST IN HOW HE WORKED THE BUSINESS………

Judy Groh – The bill you got with a $0 balance is from Waste Industries of MD – trading as Harford Sanitation. The collection letter came from HSS, whom you must owe money to. HSS did not sell their debts to Waste Industries, so anyone who owed any money to HSS still owes it to HSS. Waste Industries only bought the customers, not any outstanding monies. If you read your bill carefully, you will see where is says Waste Industries of MD. By the way, I dont believe you are the only person this has happened to. The only reason I know this is because someone I know has the same issue.
Bobby is out of the business for at least 5 years – they made him sign a no compete clause for that length of time. So dont expect to be seeing him anytime soon.

I called and cancelled my Will Call service and asked them to remove the dumpster immediately. So far: The thing is still sitting there and now there is a horrible odor that I can’t ignore. I paid their lousy $30 so there would be no issue with the pck up. NO SUCH LUCK NO PICKUP OF MY RENTAL DUMPSTER DAYS AND DAYS AND STILL NO ONE SHOWED UP..

Judy, ???????? was doing you a favor, explaining what happened. The Hoopers still hold all the debts for past bills. They just turned all of the accounts over to a collections attorney, who automatically sent you the letter. The Hoopers can’t set up a new entity just to collect on the past debts, so the attorney is trying to get the money as quickly as they can to wrap things up.
If you have a problem with WI charges or services, or with them picking up your dumpster because you don’t like the new company’s policies, that has nothing to do with the Hoopers or the money you owe them from December. $30 may not be much, but $30 for several hundred customers add up, so similar letters would have been sent to anyone not current on their bill when HSS was sold. Make sure you sent the $30 to the attorney and not to WI, because if you did you just paid them an advance.
I am not ashamed of anything and am not involved in the Hooper/HSS/Waste Industries anything. I have a friend who received the exact same thing that you did Judy. When she called about it, she was told exactly what I told you and exactly what “Collections” said as well. I thought maybe I could be helpful to you in explaining what the situation was. My friend was unaware that she owed a bill to HSS. She sent the money to the collections people, and everything was covered. It really is no big deal. “Collections” is right. If you owe the money, pay it. Little bits of money dont seem like much to us, but if there are 1000 people who owe $30 – it is a lot of money.

“Scott” – what you dont seem to understand is that by selling the business to the private company, who has been nothing but uncooperative to their “new” customers – is a bad reflection on your family. I dont really see where anyone is trashing your family in general – just the choice that was made. Yes, many people received excellent service for many years, and would have hoped that in getting someone to buy the company, we would continue to receive the same level of service. How much research was actually done on Waste Industries? What made your family decide on “big corporation” instead of smaller companies – of which I know several that would have loved to bid and leave it a small corporation with ALL employees intact – not all fired – like they have been getting fired for the last few weeks. However, these small corporations couldnt compete with the $$$$$ figure. From looking from the outside it – it appears that the $$$$$$ figure was the most important, not what would have left Bob’s legacy in tact. Bob worked over 50 years for HSS to be the success that it was, it is just really sad to see it being destroyed in the manner in which it is. Loyal employees were terminated – hell even Bob’s own son was terminated and we all know that he ran the Operations dept with precision. Now, we the customers who are what made HSS thrive for years (because without customers you had nothing) are getting screwed by the big business! Poor Judy is just trying to get a dumpster removed and she cant. People complain that their trash is not collected and they are told oh well. No one wants to speak with you, you are left on hold for at least 5 to 10 minutes if you have to call to speak with anyone. Do we have a right to complain – we sure do. We have a right to expect a certain level of customer service and when we are not getting it, we should have a right to complain. If you dont want to read or hear what the people really think, then maybe you are questioning the decisions that your family made. Or better yet, just dont read it. Bob was proabably one of the best people I have ever met in my entire life and would bend over backwards to help anyone with anything. I just cant believe he would be happy with these decisions.

Who was told ‘ oh well’ when there trash was not picked up? You cannot please everyone all of the time and some people any of the time. I am not trying to give you a hard time, but some context would help.
The family’s decision had to be right for them in the first place. It might take some time to work out the problems, so lets give them some.
As far as fired employees and other people who wanted to buy the company, they should get together and start collecting trash. If things are that bad, they should have no problem at all with taking customers away from WI.
And as to what Sen. Hooper would want, his wife should know best. She has made her choice so we should respect it.
DUMPSTER STILL HERE
Joe – that would be my next door neighbor who put his trash out same time I usually do, Monday night for Tuesday pickup. They picked up mine and the people all around us- but not him. He called, was left on hold for 8 minutes to be told “we’re sorry” be back next week. If that was Bob Hooper that would have been called – someone would have come and gotten his trash. We only get once a week trash pickup around our neighbor. Yes, I realize that we need to give them time to “get the kinks out” but they have been working at HSS since January of this year – six months should have given them time to straighten some things out. I think you will see these people starting their own trash business – but it is not something that you can do overnight. WI is losing customers left and right now – I know people who now work for WI and they are losing customers off their routes every time they go to collect them. As for Sen. Hoopers knowing what he would have wanted – you would think – but I can tell you that I know for a fact that he would not have wanted people that worked for him for 25 years fired. He would not have wanted his own son fired. He would not have wanted his cousins and family fired as stated in the previous lines. You obviously did not know Senator Hooper very well or you would know this for yourself. As for respecting their decision – obviously that is what we have to do, however, we as PAYING customers have a right to complain when the service has gone from 100% to 50% since Bob died.
I had to move from harford county last year and I miss most of it, but I read things like this and the trash in the Aegis lately and I miss it less. Bob Hooper was a good businessman and provided a good service to my family for many years. After his death, his family seemed to lose heart to take the business to the next level and was faced with increased competition from multiple sources. I think they made the right decision for them, and I even understand it. If the new owners are no longer living up to the standards that the Hooper family held, the best way to effect change is to move your business to another vendor. There are more vendors all the time in the trash business in Harford County. Go find one.
When you sell out, take the money and run, and then people complain about the service provided by the company, you have forfeited the right to complain about folks picking on your family. Any lies told by WI are indeed now a reflection on your family or HSS in that your family chose them to continue the business. As you said, Welcome to the world of big corporations!
Your relatives may have run a good business, but one of their business decisions was to sell out, so suck it up and take any criticisms of the deal like a big boy.

I breathed a sigh of relief when I saw HSS WI Whatever they are calling themselves come down my drive and hooked up to the dumpster……… .I HAD NO REASON TO STAND AND WATCH GUESS I SHOULD HAVE. The dumpster does not sit in a place where I would see it all the time. So: When I went to take the garbage out yesterday evening, I could not believe my eyes.

At least, I did not have the pair of turkey vultures sitting on it that have practically nested there in the past 7 ior 8 daysl.
I originally asked that it be removed on June 20th Then again on June 29th and twice more…..It is now 300 PM June 6th 2009…As far as I am concerned the dumpster is abandoned and and if HSS or WI wants to claim it, they should be prepared to pay me for storage since June 21 2009, and make an appointment before coming into my property.. I THINK THEY OUGHT TO PAY ME FOR PAIN AND SUFFERING TOO Even though it was emptied 2 days ago, , it still emits an awful odor after sitting full for so long.
AND ***** YOU WILL LOVE THIS***** I WAS PAID IN FULL ACCORDING TO THE LAST INVOICE FROM THOSE WHO CALL THEMSELVES WASTE INDUSTRIES
TWO DAYS AGO I RECEIVED AN INVOICE SAYING I HAD A BALANCE OF $73.80
THE BILL SAYS I OWE $13.80 FOR “02 CY FEL SERVICE # P/U 0” ????
AND $60.00 WHICH IS OVER 30 DAYS PAST DUE
I just wish I could cut the strings with this company but they just won’t go away

I am so ashamed of all of this. The family business being sold because Mrs Hooper didn’t want to work it and Cindy didn’t know what she was doing . But the the worst thing was that Bobby Ray was trained by the best in the world HIS FATHER BOB HOOPER. All they had to do was to leave Bobby alone and pulled in the profits that he knew how to make. He knew what his father wanted and knew how to make it happen.
So what is done is done and there is nothing anyone can do about this now. For we all know that Sen. Bob is not rolling in his grave, he is sitting with his father and crying over what has happened to his legacy. Only one of his children wanted his dream and Bobby was robbed of that.
Bob Hooper was a wonderful man and lets face it . He will be missed

Well now that the best sanation service is gone. people of harford county should try a new company that wishes to keep our money in our own county. Try Alley Cat. I am now with them and the service is there the drivers and owner take the time to speak to you and meet with you and go over what you need. Still a small company but very pleasant to deal with and the rates are very low. To low I think but this is a company who seems to care about the customers and our counties money staying here.

When WI finally picked up my dumpster, weeks, yes I said weeks, after my request , they had the nerve to bill me for the time and the pick up.

It appears that most of you do not know that a majority of the HSS employees were retained at WI. I myself, being on of them. We each had the opportunity to interview with WI to retain out jobs. I along with others are now working with WI, that is until today. One of the long time employees, Cyndi, after 20 years walked out. The manager, who refuses to speak with customers and feels it is acceptable for them to abuse us, flat out lied about a conversation Cyndi had with a customer last week. He humiliated her to the point of her standing up, packing her desk and just walking out.And he thinks we need to take classes on customer service. I think he needs to go back to Pittsburg and learn how to treat loyal employees. Now, those of you who may know Cyndi, know that Bob had a real soft spot in his heart for Cyndi and her daughter. When there was a need, it was met. Since his death, his wife and daughter have continued to do the same. It is an outrage that this single parent, who has been a loyal employee was treated this way. Bob is probably turning in his grave, God rest his soul!
Sharon you thought just like everyone else that your jobs were safe far from it. It has already been let out that in order for the sale to go through all the Hooper relatives had to go. Which happened on May the 16. Now every one wants to sit back and cry. Life goes on and it’s a dam shame that it took you all so long to find out that Bobs family did not hold up Bobs respect for his employees. Not one of the Hoopers who were let go by Sharon and Cindy got the intreview with W.I. And I will tell you that Bob is not rolling in his grave He is with his father J.M. and both are crying over what Sharon did to the company. We all know that HSS was Bobs mistress and Sharon started the sale or the hunt for a buyer two weeks after his death. This company never meant anything to them. It was all about the money. May god bless Bob for everthing he has done in his life while he was here with us. For that man will be missed and never forgotten.

Let me all give you a reality check. I have been in Harford County for over 40 years and the Hooper family is a bunch of pigs. Bob Sr may have been OK, but he was still a gross opportunist. And his kids, what total redneck hicks. They should have gotten an education. I called and talked with his son a few years back and he was totally disrespectful, and couldn’t not have cared any less about taking car of customers than he exhibited to me. I am glad this family is falling apart. Now they can argue over the money and hopefully destroy each other. I heard they sold for 25-30 Million dollars. What a nice payday for the wife and kids for doing absolutely nothing but milking off of the old man. Now, hopefully, the kids will go away, far from Harford County. Go somewhere FAR AWAY and buy a home, or go buy a $400k motorhome and follow the NASCAR circuit. That is about where your metality is. Hopefully you will not be able to find your way back to Harford Co.
I am a UB (University of Baltimore) alum and I saw in the UB magazine 2-3 years ago, the Hooper family giving money away. I chuckled and thought, look at this joke. The old man, wife and kids where standing in the picture. Why the kids were there, I have no clue. Even so, the gift was a joke. Take your money and go far away. Your kind is a disgrace to the hardworking, respectable people in this county.

Do you know that it has been a year and ten months since Bob Hooper passed away. I went to the cemetery and guess what. Bob still doesn’t have a head stone.All the money that family got close to one hundred million and no head stone for our state senator. How disrespectful of his wife and children. But let they can donate seven hundred and fifty thousand to the hospice house. Which in it self is a good thing since they were there for Bob. But not to spend a lousy couple of thousand for the final resting place of Bob Hooper is unspeakable.
Shirley how do you and your children justify this inappropriate action. One day you will stand before Bobs God on judgment day and answer to why you did or did not do after our beloved man was taken away from us. You ought to be ashamed of your selfs. But the again you are not Hoopers are you. You are Cullums and that is all you think about yourselves and money.

Maybe Sen. Hooper would have said a couple thousand dollars on a rock would be a waste of money and he would rather give the money to a worthy cause. He was less about the attention to himself and more about helping those around him that needed help.
