Harford County Public Schools Superintendent Robert M. Tomback, Ph.D. has been appointed by Gov. Martin O’Malley to the Maryland State Council on Educational Opportunities for Military Children.
Effective July 2009, Maryland joined the Interstate Commission on Educational Opportunity for Military Children. To coordinate statewide participation and compliance with commission activities, Maryland created a state council in April 2010. The council consists of those members appointed by the governor, and three members who serve ex officio.
The council is to develop and update a plan and recommendations that address issues confronting children of military families as they move from school to school. Issues include the transfer of records, sequence of courses, graduation requirements, extracurricular activities, starting age for kindergarten and first grade, immunization requirements and power of custodial parents when parents are deployed.
“I am grateful to have the opportunity to work on behalf of military children and their families in Harford County and across Maryland,” said Dr. Tomback. “I look forward to serving on the state council to ensure that students receive the best possible education in schools systems throughout our state.”
Dr. Tomback is currently the superintendent of schools for Harford County Public Schools and has served in this position since 2009. Prior to that, he served as area assistant superintendent for Baltimore County Public Schools from 2007 to 2009. From 1995 to 2007, Dr. Tomback was the principal of Catonsville High School in Baltimore County, and prior to that, he served as principal at Old Court Middle School in Baltimore County.
