From Harford County government:
Kim Spence, a 22 year veteran employee with Harford County Government has been named Employee of the Month for October. Spence, the current Chief of Budget and Management Research for the County, has held that position since 2005. Spence was nominated by Harford County Council President Billy Boniface.
In his nomination President Boniface stated, “Kim Spence did an exemplary job in preparing the 2011 Fiscal Year Annual Budget and Appropriation Ordinance, the Capital Budget and the Capital Program.” The Council President added, “Not only did Ms. Spence and her staff work diligently to comply with the Charter requirements as to timing and content of the budget, this year, at the request of the Council, a new format for the Capital Program was instituted. Ms. Spence demonstrated outstanding leadership in this major undertaking during a particularly difficult budget year with a reduced staff due to cutbacks and injuries.”
Commenting on her nomination and selection as Employee of the Month for October, Ms. Spence stated, “I am humbled and honored by this award. It is only due to the hard work and dedication of my staff that as Chief of Budget and Management Research I am able to meet the expectations and needs of County Executive Craig and the Harford County Council.”
During a brief recognition ceremony in the County Executive’s Office, County Executive David R. Craig stated, “Kim is an outstanding employee who works tirelessly to meet the needs of the Administration, our County Council, and the people she serves, the taxpayers of Harford County.”

great…a program created to improve morale amongst employees is now being given out to appointed members of the cabinet which are not employees and being nominated by a person not in charge of supervision or daily activities at the office of budget whom is not part of the administration…something about separation of powers…

Wrong. The Chief of Budget is not an appointed positition, nor a cabinet member. Kim has been employed by the county for over 20 years. She began in Human resources as a Admin Assistant and has worked her tail off to become what she is today.
I am appalled not only by your attack on this woman, but by your attack based upon ignorance of the position she holds.
As for seperation of powers, Exactly how does Billy Boniface and the Council nominating a salaried HIRED employee for a moral award effect the seperation of powers? What does the chief of budget do to enfore, enact or interpret laws?

Kim deserves and has earned every bit of this award, and it is appropriate for her to be recognized.
Cisco, it is a shame that you do not get your facts aligned before making such accusations, Kim is an employee (over 20 years), is not appointed, and is not in Cabinet.
Employee of the Month is earned by employees for their exemplary performance in their service to this County. It is strange that you have a problem with this, are you not looking for the best service to this County? Really it is quite sad that you cannot let someone have a nice moment of recognition without being judgmental about something you really didn’t understand.
