From the Harford County Child Advocacy Center:
Detectives from the Harford County Child Advocacy Center have charged Rachel Ann Hicks, 36, of Lake Forest, CA with two counts of Rape in the Second Degree and one count each of Sex Offense Second Degree and Sexual Solicitation. Hicks was arrested for the above charges by Orange County Sheriff’s Department, California, in the morning of January 7, 2011.
On Monday November 29, 2010, the Harford County Child Advocacy Center (CAC) received a report of a suspected sexual assault involving the above suspect and a juvenile male, 13 years of age, from the Bel Air area. Investigation revealed that during the month of September the victim and Hicks developed a relationship while playing X-Box Live. These conversations included discussions about his age and his activities in the 7th grade and eventually progressed to telephone and text messages. During these conversations Hicks indicated she was only 23 years old.
During the Thanksgiving holidays Hicks drove from California to Florida to visit relatives. On her way back to California she drove to Maryland and arrived at the victim’s residence in the early hours of November 27, 2010 where they engaged in sexual acts to include intercourse, at least twice. During this event, the suspect told the victim that she loved him and that she was considering moving to Maryland. On December 9, 2010 a conversation between the victim’s father and the suspect was recorded. During this conversation the suspect admitted to the above events.
On January 7, 2011, investigators with the Orange County Sheriff’s Department’s Special Victim’s Detail and members of the Homeland Security Investigations Child Exploitation Unit arrested Hicks at her residence without incident. Hicks was transported to the Orange County Jail in Irvine, CA where she is scheduled for an Extradition Hearing today, January 11, 2011.
