An extensive joint investigation by the Office of the State Fire Marshal and the Harford County Sheriff’s Office, Auto Theft Unit has concluded with arson related charges being brought against two suspects.
On February 27, 2011, firefighters from Level Volunteer Fire Department responded to the 3900 block of Wilkinson Road in Havre de Grace, MD at approximately 3:30 a.m. for a vehicle fire. They were able to quickly extinguish the blaze within ten minutes. Deputy State Fire Marshals were then requested to the scene to determine the cause of the fire. Investigators determined the fire was intentionally set in the passenger compartment of a 2007 Mazda four door sedan. Damages to the vehicle were estimated at approximately $10,000. The owner of the vehicle, Kristen Parnell, was notified of the fire at her residence shortly afterward and unaware her car was missing, reported the car stolen.
After a lengthy investigation, investigators determined both Brian Bea Cowan, 24, and Regan Eve Monahan, 23, were responsible for stealing the car and subsequently setting it ablaze. A motive for the fire has not yet been established. Cowan was arrested on a warrant at the Harford County Detention Center where he is currently being held on
unrelated charges. Monahan was served a criminal summons at her residence in Bel Air.
Both suspects have been charged with Malicious Burning 1st Degree. Additional arson charges are pending for this incident.
