The Harford County Council will hold public hearings Tuesday night on a series of bills, which would allow the county government to acquire the building rights, and thereby limit development, on up to 1,325 acres of farmland, largely in the northern end of the county.
The nine agricultural properties and associated acreages to be protected from development include:
– 140 acres on the Norfolk Farm on Carea Road in White Hall
– 30 acres on the Ludwig Farm on Edwards Lane in Churchville
– 150 acres on the Gambill Farm on White House Road in Bel Air
– 65 acres on the Onufrak farm on Castleton Road in Darlington
– 115 acres on the Troyer farm on Norrisville Road in White Hall
– 170 acres on the Rickey farm on Delp Road in Whiteford
– 100 acres on the Wiley farm on Harkins Road in Pylesville
– 285 acres on the Vaughan farm on Jolly Acres Road in White Hall
– 270 acres on the Grimmell farm on Federal Hill Road in Jarrettsville
The county council will also hold a public hearing Tuesday night on a bil which would allow the county executive, in the event of a declared state or county emergency, to have the discretion to waive the costs associated with issuance of any permits or applicable inspections that a property owner is subject to due to damage caused by the disaster – including events such as flooding, wind, snow, ice, hurricane, tidal storms, tornadoes or earthquakes.
Another bill to be discussed during a public hearing Tuesday would designate Dembytown Church (John Wesley United Methodist Church) at 800 Trimble Road as a county landmark.
The Dembytown community was created in 1917 when the federal government purchased the waterfront property that would eventually become the Edgewood area of Aberdeen Proving Ground. The church was constructed in 1919 and, according to the Harford County Historic Preservation Commission, “represents the relocation and resettlement of displaced farm workers as a result of the County’s bay front land being condemned for the Aberdeen Proving Ground.”
A final public hearing would update the membership terms of the Youth Commssion.
On the county council agenda Tuesday night are also the introductions of bills regarding gas station reforms, signs, and the ethics code repeal.
Also Tuesday night, the county council is expected to make an appointment to the Harford County Cultural Arts Board and approve executive appointments to the Human Relations Commission, Liquor Control Board, and Plumbing Advisory Board.
