Bel Air Economic and Community Development Commission recently honored The Kelly Group with the Archer-Bull Award for the preservation and restoration achievements in the rehabilitation of the historic Proctor House at 54 E. Gordon Street in Bel Air. One of the more notable restoration projects in the state of Maryland this year, the project included athorough restoration of the historic landmark, retaining all of the original 19th century detail.
“We are honored to be presented with such a prestigious award,” commented William Kelly, CPA, CFP®, partner of The Kelly Group. “We were pleased with the opportunity to restore such a significant historic property and approached the project keeping in mind the great care and details needed. The entire team remained very focused on being true to the historic fabric of the Proctor House and are grateful for the recognition.”
One of the founding partners, William Kelly was on hand to receive the award. Architect Marta Noe of Ebeling Noe Associates, and Vic Miller, owner of Francis Construction, were also honored for their work on the project.
The Proctor House was originally constructed between 1860 and 1873, and was listed on the National Register of Historic Places in 1990. Presently, the Proctor House serves as home to The Kelly Group’s Wealth Management office, directly next to its Tax and Accounting office located at 48 E. Gordon Street.
The Archer-Bull Award is an annual award presented by the Bel Air Economic and Community Development Commission and named after prominent 19th century Bel Air architect George Archer and master builder Jacob Bull.

Facing the Proctor house from the sidewalk, I often reminisce spending 23 years in the large room on the second floor, on the left hand side of this house. (1979 – 2002) The room had two double-hung windows facing the street, and another double-hung window looking up the street towards Main Street. The building was in deplorable condition, and inside was just as appalling. We had pluming, heating, and electrical problems constantly. But we managed! Now that I am retired, former Coordinator of Safety & Security, I actually miss the old place. I have lots of memories of working with fellow employees and sense of accomplishment notwithstanding the atrocious conditions. I am very pleased about the remarkable preservation and restoration of the Proctor House at 54 E. Gordon Street in Bel Air.
