Harford County Council Agenda March 6: 2-Year CareFirst Health Care Renewal; $1.2 Million to Cover Hurricane Damage

The Harford County Council will hold a half-dozen public hearings Tuesday night on a variety of legislation, which would extend the county government health care agreement with CareFirst for another two years, lend $100,000 to help a Forest Hill company move to Joppa, and appropriate $1.2 million to cover previous hurricane and tropical storm damage.

The first public hearing concerns a resolution authorizing an Economic Development Opportunity Fund loan in the amount of $100,000, at an interest rate of 3.0%, for a period of 5 years, to Bizerba Label Solutions, Inc. Bizerba Label Solutions is a Forest Hill high tech state-of-the-art pressure-sensitive label and identification producer, which is relocating its entire business operations from 105 Industry Lane in Forest Hill to 1804 Fashion Court in Joppa, while retaining 68 full-time employees and adding 8 new employees as a result of the lease and relocation.

The second hearing involves a bill to appropriate $7,025,161 in funds from the General, Highways, Parks and Recreation, Agricultural Preservation, Water and Sewer, and Solid Waste Funds for the current fiscal year to provide necessary funding to cover estimated expenses incurred during fiscal year 2012 attributable to Other Post-Employment Benefits.

Next is a public hearing for a bill which would appropriate $1,279,636 from the General, Highways, and Water and Sewer funds for the current fiscal year to provide the necessary funding to cover estimated expenses incurred during fiscal year attributable to Hurricane Irene and Tropical Storm Lee.

The fourth public hearing concerns a bill which would lengthen the amount of time certain temporary zoning uses are allowed from the current 30 days, up to 45 consecutive calendar days.

Another hearing is for a bill authorizing a two-year renewal of the current agreement with CareFirst that expires on June 30 to provide health care insurance for employees of Harford County government, the Board of Education, and Harford Community College in an amount not expected to exceed $3,322,658 for all entities.

The sixth and final public hearing concerns a bill which would enhance both the solid waste licensing provisions and control on disposition of solid waste generated within Harford County and alter fees and licensing for disposal of solid waste.

Also Tuesday night, in its role as the Zoning Board of Appeals, the county council will rule on the case of John Hofmeister of Forbes Lane in Fallston, who was previously denied by the Zoning Hearing Examiner in his request for variances to allow two accessory structures to exceed 50 percent of the square footage of the habitable space and exceed the height of the principal structure in the Agricultural District.

Tuesday’s agenda also includes introduction of the the Water and Sewer Plan Spring 2012 Update resolution and a bill regarding an appropriation for inreased costs of emergency medical technicians.

The county council is also expected to approve an appointment to Harford County Cultural Arts Board.
