For the past two years, it has been my honor and privilege to Chair the Local Government Advisory Committee (LGAC) and represent 1,800 units of local government in the Chesapeake Bay watershed. Our committee is made up of local government officials from Maryland, Pennsylvania, Virginia and the District of Columbia. Our job is to advise the Governor’s, DC Mayor and EPA Director on policy matters related to the Chesapeake Bay. We have been fully engaged and focused upon the new TMDL (Total Daily Maximum Load) and Watershed Improvement Plans (WIP).
Our message to EPA has been simple, Our Waters, Our Towns.
Engage local leaders so we can be partners in this effort, but Local Government needs:
Focus on local streams, creeks and waterways
Flexibility to implement local initiatives with public / private partners
Credit for past “good” work, AND
Direct technical support and MONEY for implementation

You are invited to attend a public announcement of a new initiative to target grant funding and technical assistance to local governments to clean up rivers and streams and make progress toward Chesapeake water quality targets. The Green Infrastructure Local Government Assistance Program, funded by EPA, will provide a suite of services, resources and grants to engage local governments to design and implement green infrastructure programs and projects that will result measurable and observable improvements to local rivers and streams and ultimately the Chesapeake Bay.

Four million spread over 1,800 local governments, the vast majority of which will see none of this money. The larger government bodies like DC and Baltimore City will get most of these funds which will wind up being doled out to politically connected big businesses. I seriously doubt that any long lasting benefit will come to the Bay from this expenditure.

guess who is aiming for county exec of Harford. Don Quixote Lisanti, one who is engaged in imaginary battles. (and as we have seen from Mr Gore and Mr Obama and others – for profit).
I think Lisanti is genuinely concerned about the causes in which she believes, but that leads to her first and most important cause (after caring for her mother) that is higher political office. Always has been since her Havre de Grace days.
We have an island of Republican sense and sensibility in Harford County, I am not sure if we should turn the keys over to Ms. Lasanti when Mr. Craig Departs.
And one last thing – How the heck is Jim Harkins surviving under O’Malley – and why are we paying him county exec retirment. When he bailed before his term was over his pension for that office should have been grabbed. He toodles around town in his expensive hybrid GM SUV in his leather jacket and jeans trying to look the part of a good ole boy. Crazy like a fox.

Are you the same Bel Air Fed that stands by the questionable actions of Sheriff Bane? Although Ms. Lasanti is a Democrat, I have seen nothing of her keeping felons on the payroll, lying to the public, passing over an individual for promotion even he is on record as saying would be the best fit for the Child Advocacy Center and the countless other issues that are now coming to light.

The county council is about to hire a new attorney, auditor and related staff for a new department as well as legislative aides for each of the county council members. These aides are not going to be classified positions of HCG, but instead political appointed positions so these guys can now pick their friends and have them take classified jobs, how about hiring back the laid off employees from a couple of years ago instead of bringing in their own personal assistants to do full time work to support a part-time county council? These aides weren’t needed before, but somehow are needed now? In times which belt-tightening and departmental cut backs of 5% each of the past 3 years, the council’s budget has increased or is about to increase to by about 200%!!!. A council administrator now has her own assistant and a new Legislative aide has been added too. In the past the legislative aide was the council attorney, but I guess an attorney can’t read the bills pending in the state and federal govt and give an informed opinion to the council? Where is the TEA Party on this one? Is spending ok when the Republican led administration and County Council President propose it and not when Democrats do it?

Budget increase by 20%, sorry about the previous raise posted. They are hiring 9 new positions which weren’t needed in previous years.

Glad to hear Senator Glassman may be running for exec. As far a Sheriff Bane goes, the more I read the more I would be in favor of another try by Harford County to get county police department. I don’t hear Baltimore county’s police chief in the news too much – so it must work fairly well. Term limits should be another consideration – if a sheriff could only serve two terms at least the deputies would not have to endure the political game as often. Thanks to all.
