The Bel Air Town Commissioners will hold a public hearing Monday night on a proposal to double the hourly rate charged at most parking meters in the downtown area.
According to the proposed ordinance, the current hourly meter rate of 25 cents per hour is insufficient to cover the maintenance and upkeep costs of the existing garage facility and an increase to 50 cents is needed. In addition, there is a need to expand the metered parking on Alice Anne Street and the new Main Street parking lot and establish additional spaces eligible to accommodate an 8-hour parking voucher beyond the garage spaces
Ordinance 752-12, as proposed, would make the following changes:
A rate of 50 cents per hour is established for the following parking meter zones:
– Alice Anne Street from Bond Street to Hays Street and on the south side from Hays Street to Williams Street.
– Bond Street/Thomas Street public parking lot.
– Burns Alley public parking lot.
– Courtland Street from Main Street to Bond Street.
– Gordon Street, south side from a point 20 feet east of Main Street to a point 275 feet in an easterly direction.
– Harford County parking lot meters located on South Main Street between Churchville Road and Courtland Street.
– Hays Street, east and west side, between Alice Anne Street and Baltimore Pike.
– Hickory Avenue public parking lot.
– Lee Street and on-street between Main Street and Bond Street.
– Main Street, east side, from a point 38 feet north of Fulford Avenue to a point 30 feet south of Gordon Street.
– Main Street, west side, 180 feet north of Churchville Road to Lee Street.
– Pennsylvania Avenue, south side from a point 100 feet west of Bond Street to a point 240 feet west of Bond Street.
– Thomas Street from Bond Street to Hays Street.
– Parking Garage located on the west side of Hickory Avenue.
– Main Street parking lot located opposite Office Street.
A rate of $3.00 is established for an 8-hour parking voucher for the areas indicated:
– metered section of the parking garage.
– metered parking on Lee Street between Main Street and Bond Street.
– metered parking on Alice Anne Street between Bond Street and Williams Street.
– metered parking within the Hickory Avenue public lot.
Additional publich hearings scheduled for Monday night include Resolution 982-12 regarding an FY 2012 budget amendment, Ordinance 751-12 updating the town’s building code to include the latest 2012 versions of the International Building and Mechanical Codes, and Resolution 981-12 amending the town’s fee schedule to increase costs of solicitor permits and sewer system development fees.
Also Monday night, the Bel Air Town Commissioners will introduce Resolution NO. 983-12, accepting the Planning Commission’s Annual Report and Ordinance No. 753-12, which would amend the town’s development regulations to expand the definition of “family” to include those residing within a non-profit facility.
Monday’s agenda also includes the purchase of parking meters and bid awards for the sidewalk handicap ramp and street paving contracts.
The meeting begins at 7:30 p.m. in Bel Air Town Hall.
