The Maryland House of Delegates reduced Harford’s additional $2 million disparity grant yesterday down to $935,000. Senator Glassman who had managed on the first version of the Budget Bill to restore some of Harford County’s education formula losses opposes the final version of the Budget Bill based on the House’s failure to maintain the educational grant. Harford County will still lose a total of $3.1 million in local educational funds in the conference report.
“We cannot continue to punish rural counties in these formulas which are eventually going to force huge shortfalls in local funding” said Glassman. Glassman was hoping to use disparity grants until the formula could be reviewed. The education formula is due for review and adjustment in FY2014.

Mary-Dulany James is to blame for this. She was on the House negotiation team. Before the negotiation Harford County Schools got back $2 million of its losses, after the negotiation we only got back $935,000.

False. This is a disparity grant. Delegate James got money that is not related to the disparity grant.
