From the Harford County Sheriff’s Office:
Harford County Sheriff’s detectives have arrested two Harford County employees and have charged them each with ongoing thefts of gasoline from Harford County government’s Scarboro Landfill operation. On May 15, 2013, Tracy L. Sexton, 43, and James E. Doran, 46, both of 607 Doctor Jack Road, Port Deposit, Maryland have been charged with theft and continuing course (scheme) of conduct (theft) for stealing gas from the fuel depot at Scarboro Landfill on Scarboro Road in Dublin.
Detectives were alerted to the thefts by Harford County government officials who discovered both employees were fueling their personal vehicles at the County fuel pumps. It is suspected the employees entered the site after hours and used their employee pin numbers to access the pumps. It is further believed they had fueled their personally owned cars over 40 times since 2011 resulting in an estimated loss to the county of approximately $2,282.00.
Both Doran and Sexton were taken in to custody at the Sheriff’s Office without incident. After being charged both were taken before a Harford County District Court Commissioner who released them on their own recognizance.

I’m new here, so I may have missed something. Also, I do understand that this is called “Dagger Press,” not “Snuggle Pillows of Comfort,” so the commentary should be expected to be somewhat sharp.
However, Jim, your venom towards the Harford County Government and its employees seems to go above and beyond the average American malaise. I certainly carry my share (and then some) of discontent, although, honestly, my beef right now is more with the state. I’m not aiming to start a fight with you. I’m just trying to get a handle on where you are coming from. Have you been acutely wronged by an individual employee or has the system as a whole slighted you somehow? Are you mad at all government in general, and I’m just seeing the Harford County wrath here because it’s a Harford centered site? I read your posts on the school 4 day work week story, too. Again, I’m not trying to be antagonistic toward you at all, please don’t take it that way. I’m just trying to understand what is causing all this passion.

Idiots…there’s a reason why each individual county vehicle has its own unique fuel key, each employee with access to the pumps has their own PIN, and you have to punch in the vehicle mileage before the pump turns on. Plus I think most of the county pumps have cameras on them to catch people doing things like this.
It’s a shame Jim in Hickory was too busy staking out the Wawa instead of the landfill. He could’ve caught these guys years ago and been a big hero in his own mind.

Only took 3 years to catch them with that awesome system of checks. The reason the government fails at stopping waste is everyone that is employed by the government is a waste, it’s how the system is designed.
The county should offer them a plea bargain to rat out their fellow criminals…. I mean workers….

It’s not like it’ll show up right away as suspicious and get flagged, but over time when the mileage numbers don’t match up (especially when compared to the mileage on the vehicles when they go in for service) it will get flagged. If you’re smart about it and keep track of what numbers you’re entering you probably can get away with it for awhile, but at some point they just won’t add up and fleet services will start looking into it.
In any case, if you’d been staking out the pumps instead of staking out the Wawa they would’ve been court significantly sooner. Do you need a list of pump locations so you can start your next quest?

I don’t see anyone supporting these two clowns. What I do see are people annoyed with Jim having a hard on for county employees, believing that anyone who works for the government is a leech on society and stealing from taxpayers, and assuming that anytime he sees any county employee at his favorite Wawa hang out that they’re deliberately wasting taxpayer dollars and doing whatever they can to avoid work.
I think it’s pretty obvious that there is a lot of waste in government at every level, but I don’t think incidents like this are at all common. If they were, then this wouldn’t be news.

As far as this sort of thing not happening in the private sector? how many bankers and lenders have been charged and convicted for the fraud and expense to the taxpayer? Clearly, people that want to steal for whatever reason are not just common in govt but private sector as well. I know my daughter’s employer just fired an employee suspected of stealing over $8k over 3 years and couldn’t really prove he/she did it, although all indications pointed that way. Yes, even in the private sector, ingenious people will find a way to steal money, inventory or time away from their employer. These two county employees have done a lot of damage to the morale of county employees whom would not risk losing their jobs, pension or incur jail time over a few k’s over a number of years. As far as JIm from Hickory…this guy was a complete tool before any news of these two numbskulls and more so now that he has “proof” that al county employees steal as if the whole county workforce is now guilty by association.

I am sorry to all I disappointed! I was just making up for no raises and all those furlowed days over the last few years. I have been fired, I was really hoping to keep my job after all they let drunks an addicts keep there jobs after attending help classes, I am willing to attend some help classes and who knows some day I might be able to work in the county treasurer’s office. I’m interested to know the official rules behind making broad generalizations about people based on their employment. I’ve seen all walks of life locked up for the full range of crimes from teachers, doctors, lawyers, clergy, business owners, the wealthy unemployed born with a silver spoon, down to your common career criminal. Am I allowed to say that all of the people in all of those professions are crooks or do the rules state that only the public sector can be generalized for the actions of their coworkers. People do bad things, thats why my job exists, and when I stand in front of any man/woman/child or god himself I expect to be judged based on my character and my actions alone not because I work in the same field, sector, or for the same employer as one or more assholes. The people putting on here that all county employees are unintelligent and looking for ways to steal only make themselves look foolish and it’s only a matter of time before they will be upset about someone making generalizations that apply to them.

Maybe it says something about how underpaid us county employees are. I true honest working person would never do such a thing. A underpaid uneducated trash servant at the landfill would. I think the county needs to take a look at some of the people they hire and why they stay employed over the years! They also need to look farther in to the pay. Higher pay attracts more smater qualified individuals. Bottom line!

I think the trash people get paid probably over and above the market rate. They certainly get a pension and great health insurance as well and it turns out they get to gas up every now and then. These two just got greedy, but I would venture to say that govt employees get away with what they can.
