The Board of Education of Harford County met for an open business meeting at 6:30 p.m., on Monday, August 12, 2013, in the Board Room of the HCPS/A.A. Roberty Building and took the following actions and received the following presentations:
Received a presentation regarding the budget development process for the FY14 operating budget. The presentation was delivered by Chief of Administration Joe Licata and Assistant Superintendent of Business Services Jim Jewell. The presentation will be posted to the homepage of the school system website on Tuesday morning.
Received a presentation by Mr. Ryan Burbey, president of the Harford County Education Association.
Approved the Consent Agenda:

– Minutes of Previous Board Business Meeting: July 29, 2013
– Decision on Audit Committee Candidate
– Decision on School/Organization Sponsored Project: Jarrettsville Elementary School – Expansion of Existing Restrooms at Jarrettsville Recreation Complex

Received a presentation on the FY15 Capital Improvement Program.
Received the Superintendent’s Report, to include:
– Congratulated the HCPS Office of School Counseling on being selected by the US Department of Education (USDE). HCPS was chosen from over 200 applications and the grant will allow access to $382,037 for the 13-14 school year, $381,023 for 2014-15, and $381,78 for 2015-16. The grant will address mental health needs of students and increase student academic success and social competence by expanding counseling services at three elementary schools in the district. The project will use grant funds to provide expanded counseling services for students whose behaviors impede their achievement and to hire an additional school counselor to provide mental health services for over 1,600 students.

The promotion of Ms. Namey is most disappointing. As a parent of children that have attended Edgewood Middle School, I found her to be highly inaffective. She gives good lip service, but with no follow up. Surely, that were more suitable candidates for this position.

As I reviewed the list of HCPS employees that have separated from the system, I am saddened to see the names of many fine educators. I believe that I have counted 15 math teachers leaving the system, deemed from today’s list and the previous meeting’s list. What is happening to these teachers? I hope parents realize that we need their support so we don’t have more highly qualified teachers leave for other counties or careers. Teachers are scared that the local government won’t support us financially. The younger teachers should be given their step increases. I know times are difficult, but a contract is a contract. BOE does need to stream line and rid the system of IFs and mentors as a start. I have great confidence in Mrs. Canavan to get this ship on the right course. She is off to a great start.

The good teachers are not all leaving because of money. I know personally that some left because of issues that had little to do with money . We have some bad administrators in this system and no one is addressing this problem. Take the problem with the administrators and add the disrespect for teachers and more will leave. Some are just hanging on until they can retire. Mid level teachers are bolting and that is bad for the system.

PMHS is really screwed now…brand new principal with no high school experience, 1 returning assistant principal who is still a 10-month AP, 1 returning AP who was demoted from principal a couple years ago because he’s lazy (and hasn’t done squat at PMHS since his demotion and keeps telling everyone he’s retiring before the school year starts but hasn’t actually done so), and all new guidance counselors. At least Mr. Limpert knew what he was doing and worked his ass off to make sure stuff got done and that people were held accountable.
Good luck to the teachers and students at that school! You’re going to need it.

At PMHS Mr Limpert was concerned with numbering the cafeteria chairs and being the official “cheer leader dress code enforcer”. He did not have a good rapport with the student body or the parents. Let’s give the new team a chance and yes, PMHS will continue to “rock”!

Are you saying the new principal won’t be better than the old one? Think again. I’ll take the new principal over anyone. In addition, an experienced AP was transferred to PM on July 1. He’s had high school experience as well as middle school experience. You are correct about the changes, but they occur at most schools at some point.

It is truly as fact that only one person recognized and commented upon the ridiculous position of:

As Cdev so aptly points out “it is a required position.” That may be true but why, by whom, for what? We have people who can no longer effectively feed their children, asked to pay more for less. If I were elected king, these type of positions would be the first to come under extreme scrutiny. If they are required by the federal government, so what. Tell the federal government to eat shit and die. The sheep just lay down and let the wolf keep gnawing. Eliminate the BS positions and live within your means.

Well as was pointed out if you tell the federal government to suck it we would lose a lot of funding and spend more money finding those needs so we can cut more stuff .

However by reading the job description the many tasks are required by Title IX and NCLB and a couple of state laws too!

With little or no money to pay – some of the MANY unfunded mandates. If the counties and states stopped all of the unfunded mandates we would probably be able to afford much more. School systems have become social work institutions. People were complaining about parents being upset about buses – what they should be upset about is all of the kids who school systems are raising because they parents aren’t. School lunches, psychologists, counselors, “behavioral specialists.” instructional assistants, and the list goes on and on. One of the primary reasons the cost of “education” has gotten so high.

Deborea Montgomery, the former principal of John ARcher School, has found employment in Baltimore County as a principal. Well, well. I wonder if her new school is aware of her trail of difficulties in HCPS???? Stay tuned…..
