From Harford County government:
Harford County Public Library is once again partnering with Harford County Government to serve as “Warming Centers” during the current arctic weather event. Harford County Public Library will be available for those seeking some relief from the bitter cold weather for the remainder of the week.
Libraries are not “shelters” and will only be available during their normal hours of operation.

As a result of the extreme weather conditions now facing the public, the risk of frostbite and hypothermia is a serious concern to emergency management and public safety officials. Signs of hypothermia include uncontrollable shivering, memory loss, disorientation, incoherence, slurred speech, drowsiness and apparent exhaustion. If symptoms of hypothermia are detected, victims should be moved immediately to a warm location and given warm, non-alcoholic beverages if they are conscious. Additionally, victims suspected of suffering from hypothermia should receive medical attention as soon as possible.
