County Executive Craig Kicks-Off Census 2010 in Harford County

(Bel Air, MD) – - Harford County Executive David R. Craig, joined by members of the Harford County Council and the Harford County Census 2010 Complete Count Committee, today announced the start of “U.S. Census 2010 – Harford Counts”. The “U.S. Census 2010 – Harford Counts” campaign is coordinated by the Department of Planning and Zoning.

“The census is critical to Harford County, the State of Maryland and our nation. The census is used to help determine how many seats each state will have in the U.S. House of Representatives, as well as boundaries of legislative districts and much more,” County Executive Craig stated. “Obtaining a complete count of all the people living in Harford County is our goal,” Craig stated.The United States Constitution requires that every ten years a national census be tallied. Transportation Element Plan Updated – Session Scheduled for Public Comment

(Bel Air, MD) – - The Department of Planning and Zoning has updated the Transportation Element Plan and will host a public meeting/poster session to obtain public input on the draft plan. The plan addresses a range of transportation alternatives including motorized and non-motorized options.

The meeting will be held on Wednesday, September 30, 2009, in the 2nd floor conference room at the Harford County Office Building at 220 S. Main Street in Bel Air. The public is welcome anytime between 6:30 p.m. and 8:30 p.m to view exhibits and submit comments on the plan.

Comprehensive Rezoning Amendments Reshape Harford, Seemingly Appease All

During an oddly serene session Tuesday night, during which neither NIMBY nor developer stormed out of the chambers, the Harford County Council unanimously approved 67 Comprehensive Rezoning amendments – setting up what is expected to be a smooth approval next week of the new official Harford County Zoning Map.

Compared to the confrontational rezoning process of two years ago, which culminated with a veto by then-newly appointed County Executive David Craig and mandated restart of the process, Tuesday’s meeting was subdued and only attended by a few dozen people – mostly developers, activists, and members of the county Planning and Zoning Department.

A sparse crowd, concerned mostly with development in the Red Pump area, turned out Wednesday night at North Harford High School to lodge official comments regarding Harford County’s Comprehensive Rezoning.

In total, 17 people addressed 11 different topics with the majority, four, opposing the upzoning of the Blake Property in Red Pump from R1 to the more dense R2 designation

Harford Land Trust Members Celebrate Successful Year at Annual Meeting

(Darlington, MD – April 1, 2009) On Saturday, March 21 the Harford Land Trust celebrated a highly successful year in 2008 at its annual membership meeting. There were 87 members and guests in attendance at the 17th annual meeting held at Camp Hidden Valley, a beautiful wooded retreat on preserved land overlooking Deer Creek just outside of Norrisville. An important theme present throughout the meeting was the importance of youth to the future of land preservation.

The highlight of the 2008 year was the 44-acre expansion of the Eden Mill Nature Center. The Harford Land Trust both contributed financially and negotiated the terms of the agreement between the property owners, the State of Maryland, and Harford County. 2008/2009 Comprehensive Zoning Review Meetings Announced

(Bel Air, MD – March 18, 2009) – - The Harford County Department of Planning and Zoning, in conjunction with the Planning Advisory Board, will be conducting meetings to provide an opportunity for the public to comment on rezoning applications received as part of the 2008/2009 Comprehensive Zoning Review. Signs have already been posted on properties that have applied for rezoning.

The meeting schedule is April 1 at North Harford High School, April 20 at C. Milton Wright High School, April 21 at Aberdeen High School and April 22 at Joppatowne High School. All meetings will be held in the auditoriums of each school.

HdG Mayor Dougherty Vetoes Mixed Office Zoning Unless New Ball Field Is Built

Two weeks after it was unanimously approved by the city council, the Mixed Office/Equipment Zoning ordinance, which would bring new hotels, offices and retail development to Route 155 and Bulle Rock Parkway, has been vetoed by Havre de Grace Mayor Wayne Dougherty – ostensibly because he says the plan should also include a new baseball/football/soccer field.

The city council approved the MOE Ordinance with a six-to-zero vote on Dec. 1, yet on Monday, Dec. 15, Dougherty issued a memo announcing he was vetoing the ordinance and offering his explanation why.

On Tuesday night, the Harford County Council convened to consider amendments to the proposed update to the county Zoning Code. Early Wednesday morning, and 136 or so amendments later, the county council adjourned – leaving the rest of us with 105 pages of much-needed, controversial, long-time-coming, ill-conceived and incomprehensible amendments to sift through.

Comprehensive Zoning Review To Begin At $800 Per Application

(Bel Air, MD – October 1, 2008) – - Under Harford County’s Comprehensive Zoning Review Process, property owners interested in obtaining a zoning change may pick up an information packet and application form beginning October 15, 2008 from the Harford County Department of Planning and Zoning, 2nd floor, 220 South Main Street in Bel Air. Completed applications will be accepted through December 15, 2008. Each application submitted must be accompanied by an $800.00 application fee.

Department officials will utilize the 2004 Master Plan and Land Use Element as a policy guide for reviewing each application. The Comprehensive Zoning Review will examine all zoning maps in the County to ensure consistency with land use policies.
